Tender Overview

Scope of Work

The selected agency shall:

1. Conduct certified paragliding training for 141 youth.
2. May additionally train 100 new paragliding pilots under P1, P2, P3, P4 and SIV courses.
3. Provide minimum 100 hours of flight training for every participant.
4. Ensure every trainee completes 35 km cross-country flying.
5. Deploy certified Lead Instructors and Assistant Instructors.
6. Arrange suitable training locations.
7. Ensure complete operational safety.
8. Provide insurance coverage.
9. Conduct emergency response planning.
10. Maintain trainee records.
11. Submit progress reports.
12. Issue internationally recognized certificates (BHPA/USHPA/APPI or equivalent).
13. Submit final project completion report.
14. Cooperate with UTDB inspections and third-party evaluations.

Eligibility Criteria

Applicants should be:

1. Proprietorship
2. Partnership Firm
3. LLP
4. Private Limited Company
5. Public Limited Company
6. Government Entity
7. Registered Society

The bidder must:

1. Be legally registered in India.
2. Possess GST Registration (where applicable).
3. Possess PAN.
4. Not be blacklisted by any Government authority.
5. Consortium bidding is not permitted.
6. Submit Board Resolution (where applicable).

Technical Qualification Criteria

The bidder should possess:

1. Minimum 3 years' experience in conducting training services.
2. Minimum 3 years' experience in Paragliding Training.
3. Experience with Government/Semi-Government/Institutional projects.
4. Strong safety record with no reported training accidents during the last three years.
5. Certified instructors recognized by:

The bidder must also hold:

1. Valid Aero Sports licence
2. Valid instructor certifications
3. Self-attested affidavit declaring no serious accidents or criminal cases.

Financial Eligibility

The bidder must satisfy:

1. Average Annual Turnover (FY 2022-23, FY 2023-24 & FY 2024-25): Minimum ₹30 Lakhs
2. Positive Net Worth as on Bid Due Date

Submission Guidelines

Bidders should:

1. Register on uktenders.gov.in
2. Possess Class-III Digital Signature Certificate (DSC)
3. Submit Technical Bid online
4. Submit Financial Bid online
5. Upload payment proof for Tender Fee and EMD
6. Upload all required supporting documents before the deadline

Late submissions will not be accepted.

Selection Process

The tender follows a Two-Stage Evaluation Process:

Stage 1

1. Eligibility Evaluation
2. Technical Evaluation
3. Financial Capacity Evaluation

Only technically qualified bidders proceed further.

Stage 2

Financial bids of technically qualified bidders will be opened.

The Lowest Monthly Quote (L1) shall be selected.
