Scope of Work

BPCL seeks an experienced training agency to conduct Simulation-Based Defensive Driving Training for approximately 340 Tank Lorry Drivers at its Kota TOP location.

The selected agency will be responsible for:

• Conducting classroom-based defensive driving sessions using audio-visual tools.
• Providing mobile driving simulator training.
• Conducting driver proficiency assessments through software-based evaluation.
• Carrying out:
  • Pre-assessment
  • Pre-simulator test
  • Eye test
  • Colour blindness test
  • Road sign test
  • Driver role and responsibilities
  • Substance influence driving assessment
  • Hill driving simulation
  • Night highway driving
  • Sudden braking scenarios
  • High-speed interruption handling
  • Multiple driving ability simulations
  • Post simulator assessment
  • Final evaluation
• AI-based evaluation system (optional).
• Issuing individual performance reports.
• Providing training certificates.
• Supplying refreshments during training.
• Completing training of all drivers by 15 February 2027.

Eligibility Criteria

Applicants must satisfy the following:

1. Experience in conducting Simulation-Based Defensive Driving Training for Tank Lorry Drivers in Government organizations or CPSUs.
2. Successfully completed similar assignments during the last three years.
3. Submit Work Orders, Purchase Orders, Agreements and Completion Certificates.
4. Acceptance of complete Scope of Work.
5. MSME certificate (if applicable).

Technical Qualification Criteria

The bidder should have completed any one of the following:

1. Three similar works costing at least ₹0.706 lakh each, or
2. Two similar works costing at least ₹0.882 lakh each, or
3. One similar work costing at least ₹1.412 lakh.

MSME Relaxation

For MSMEs:

1. Three works of ₹0.60 lakh each, or
2. Two works of ₹0.75 lakh each, or
3. One work of ₹1.20 lakh.

Financial Eligibility

The bidder should:

1. Have the prescribed minimum average annual turnover.
2. Possess a positive Net Worth as per the latest audited financial statements.
3. Submit Chartered Accountant certified financial documents.

Evaluation will be based on Total Value.
