Scope of Work

The selected agency shall be responsible for:

1. Supply of DG Shipping & Class-approved Electrical and Electronics Training Modules.
2. Installation and commissioning at MTI, Powai.
3. Testing and successful commissioning of the complete system.
4. Integration with existing training infrastructure.
5. Maintenance and technical support for five years.
6. One-year defect liability period.
7. Future upgradation and expansion capability.
8. Compliance with STCW Convention, DG Shipping guidelines and international maritime standards.
9. Practical training modules for shipboard operations, Engine Room Resource Management and competency assessment.

Eligibility Criteria

Eligible bidders must satisfy the following requirements:

Technical Eligibility

1. Must possess valid DG Shipping (DGS) and Class Approval for the proposed training system.
2. Minimum 2 years of relevant experience during the last five years.
3. Successfully supplied, installed and maintained Electrical & Electronics Training Modules in at least one DG Shipping-approved Maritime Training Institute for a minimum of one year.
4. Offered modules must comply with DG Shipping and IMO standards.
5. Must provide a No-Cost demonstration during technical evaluation if required.

Supporting documents are mandatory.

Financial Criteria

Pre-Qualification Criteria (PQC)

The bidder should possess:

1. DG Shipping & Class Approval.
2. Relevant experience of minimum 2 years.
3. Experience in at least one DG Shipping-approved Maritime Training Institute.
4. Positive Net Worth.
5. Compliance with IMO/DGS standards.
6. Successful demonstration of the offered system (if requested).

Tender Fee

1. Tender Fee: ₹1,770 (₹1,500 + 18% GST)
2. Mode: Online Electronic Transfer
3. Proof of payment must be uploaded with Technical Bid.

Earnest Money Deposit (EMD)

1. EMD Amount: ₹2,20,000
2. Acceptable Modes:
   1. Online Payment
   2. Bank Guarantee
   3. Surety Bond
   4. Demand Draft (as applicable under GeM)
3. MSE eligible service providers/manufacturers may claim exemption as per GeM rules.

2. Upload Technical Bid separately.
3. Upload Price Bid separately.
4. Do not upload Price Bid in Technical Offer.
5. Digitally sign every page.
6. Upload all certificates, authorization letters and supporting documents.
7. Submit Tender Fee proof.
8. Upload Price Break-up in prescribed format.
9. Ensure each document is signed and stamped.
10. Manual, Email and Postal submissions are not accepted.
