Scope of Work

The successful bidder will provide complete end-to-end management of the Outbound Training Programme.

Key responsibilities include:

1. Training Design

1. Develop customized experiential learning modules.
2. Align training with DRDO administrative functions.
3. Cover:
   1. Team Building
   2. Communication
   3. Leadership
   4. Accountability
   5. Problem Solving
4. Ensure inclusive activities suitable for participants of different age groups.

2. Programme Delivery

Conduct:

1. 2 batches
2. 28 participants per batch
3. Duration:
   1. 1 Night
   2. 1 Day

Activities include:

1. Ice-breakers
2. Team-building exercises
3. Outdoor challenges
4. Communication simulations
5. Leadership activities
6. Debriefing sessions linked to workplace learning.

3. Venue Management

Vendor shall:

1. Arrange suitable offsite venue
2. Provide accommodation
3. Ensure indoor and outdoor training facilities
4. Ensure participant safety
5. Arrange transportation from NPOL and return.

4. Training Kit

Provide every participant with:

1. Training handbook
2. Learning material
3. Activity resources
4. Programme kit.

5. Safety & Compliance

Vendor must ensure:

1. Risk assessment
2. First aid
3. Compliance with statutory safety norms.

6. Documentation & Reporting

The bidder must submit:

1. Programme Agenda
2. Session Plans
3. Participant Feedback
4. Learning Outcome Report
5. Final Training Report with recommendations.

Deliverables

The selected agency will deliver:

1. Customized training module
2. Complete programme execution
3. Venue booking
4. Accommodation
5. Food & refreshments
6. Transportation
7. Training kits
8. Final report
9. Learning assessment
10. Event logistics and support equipment.

Pre-Qualification Criteria (PQC)

The bidder should possess:

1. Minimum 3 years' experience in conducting outbound/experiential training programmes.
2. Qualified trainers/facilitators.
3. Ability to execute end-to-end residential training programmes.

Eligibility Criteria

Eligible bidders should:

1. Be registered on GeM.
2. Have experience in similar services.
3. Meet minimum turnover criteria.
4. Submit all required technical and financial documents.
5. Upload certificates requested under the Additional Terms & Conditions (ATC).

Financial Criteria

Tender Fee

Tender Fee: Nil (Not Applicable).

Earnest Money Deposit (EMD)

1. EMD Amount: ₹25,488
2. Advisory Bank: State Bank of India
3. Surety Bond also accepted where applicable.
4. Eligible MSE service providers may claim exemption by uploading valid supporting documents. Traders are not eligible for MSE EMD exemption.

Submission Guidelines

Bidders should submit:

1. Technical Bid
2. Financial Bid
3. Experience documents
4. Turnover documents
5. Certificates requested in ATC
6. EMD (or valid exemption documents)

The tender follows a Two-Packet Bid System.

4. Experience Certificates (Minimum 3 Years)
5. Work Orders/Completion Certificates
6. Turnover Certificate / CA Certified Financial Statements
7. Certificate requested in ATC
8. EMD Proof or EMD Exemption Certificate (if applicable)
9. Authorization Letter (if applicable)
10. Signed Bid Documents
11. Any declarations required under GeM.

Payment Terms

• 100% payment will be released within 30 days after successful completion of the training or receipt of the bill, whichever is later.
