Tender Overview

Scope of Work

The selected agency shall provide end-to-end residential training including:

1. Conduct 30-day residential coaching programme
2. Train one batch consisting of 30 candidates
3. Deliver 240 hours of classroom and physical training
4. Provide accommodation for all trainees
5. Arrange nutritious breakfast, lunch and dinner
6. Conduct physical fitness training
7. Arrange subject experts for Mathematics, Science, English, General Knowledge and Computer
8. Supply study material and stationery
9. Maintain attendance records and documentation
10. Appoint Programme Coordinator
11. Maintain trainee records including Aadhaar and bank details
12. Ensure sanitation, drinking water and first-aid facilities
13. Maintain photographs, feedback and training records
14. Resolve trainee grievances during programme implementation

The programme is designed to prepare candidates for recruitment into Defence, Paramilitary Forces, Police and Security Services.

Eligibility Criteria

The bidder should satisfy the following conditions:

1. Registered organization/institution
2. Minimum 1 year experience
3. Experience in conducting similar training programmes
4. Preference to agencies having experience with Employment Offices
5. Valid PAN
6. Valid GST Registration
7. Availability of hostel, classroom, playground and mess facilities (owned or through agreement)
8. Qualified physical trainers and subject experts
9. Coordinator for programme management
10. Local Gujarat-based agencies may receive preference
11. Physical verification of infrastructure may be conducted before technical approval

Financial Eligibility

The bidder must possess:

1. Minimum Average Annual Turnover of ₹10 Lakhs
2. Turnover certificate issued by Chartered Accountant
3. Audited Balance Sheets / CA Certificate for previous years

No Startup or MSME relaxation has been provided for turnover or experience criteria.

Experience Requirement

1. Minimum 1 year experience in providing similar services.
2. Experience should be supported with work orders/completion certificates.

Pre-Bid Meeting

Additionally, the tender requires physical participation in the pre-bid process and submission of the signed Annexure-D (Site Visit/Pre-Bid Certificate). Agencies failing to upload the signed Annexure-D may be disqualified.

2. Submit technical and financial bids separately (Two-Packet System).
3. Upload all eligibility documents.
4. Attend the pre-bid meeting.
5. Obtain signed Annexure-D from the Employment Office.
6. Upload signed Annexure-D with the bid.
7. Ensure infrastructure is ready for physical verification.
8. Upload financial breakup with price bid.
