Pre-Qualification Criteria
Scope of Work
The selected bidder shall be responsible for end-to-end establishment and operation of the Centres of Excellence, including:
- Design, supply and installation of modern IT & Emerging Technology laboratories.
- Supply, installation and commissioning of servers, networking equipment, storage systems, UPS, racks and associated hardware.
- Interior setup including furniture, smart classrooms, projectors and classroom aids.
- Deployment of qualified technical manpower and trainers.
- Training delivery aligned with industry requirements.
- Operation and maintenance of all CoEs for the contract duration.
- Preventive and breakdown maintenance with minimum 98% equipment availability.
- Industry engagement, placement support and trainee mobilization.
- Integration of all hardware and software components into fully functional laboratories.
Project Locations
The Centres of Excellence will be established at:
- ITI Kubernagar (Ahmedabad)
- ITI Tarsali (Vadodara)
- ITI Surat
- ITI Rajkot
- ITI Dahod
Project Duration
- Contract Period: 3 Years
- Warranty: 36 Months from commissioning
- Performance Bank Guarantee validity: 48 Months (6+36+6 months).
Pre-Qualification Criteria
Eligible bidders should satisfy the following:
Legal Eligibility
The bidder should be:
- Company registered under Companies Act 1956/2013; or
- Partnership Firm; or
- LLP registered in India.
Business Experience
- OEM/Channel Partner should have minimum 5 years' experience in manufacturing and supplying IT & Emerging Technology equipment.
Consortium
- OEM
- Channel Partner
- Lead Partner
- Joint Venture (up to five partners)
are permitted as per RFP conditions.
Manufacturing Requirement
OEM/Lead Partner/JV should have manufactured, tested and supplied at least 25% of the required General Shop Outfit (GSOF) equipment.
Financial Eligibility
Applicants should satisfy the following:
OEM / Lead Bidder
- Average Annual Turnover:
Minimum ₹22 Crore during FY 2022-23, FY 2023-24 and FY 2024-25.
Training Partner
- Average Annual Turnover:
Minimum ₹1 Crore in any of the last three financial years.
Net Worth
OEM, Lead Bidder and Training Partner must have:
- Positive Net Worth
- Profit-making during the last three audited financial years.
Technical Evaluation
Technical proposals will be evaluated on 100 marks including:
- Training Partner Turnover
- Contract Experience
- OEM Certified Trainers
- Presentation before Tender Evaluation Committee
- Training Plan
- Placement Strategy
- Industry Collaboration
- Technology Roadmap
- Infrastructure Plan
Only technically qualified bidders will proceed to financial evaluation under LCBS (Least Cum Cost Based Selection) methodology.

Interested bidders should:

- Submit Tender Fee and EMD along with Technical Proposal.
- Ensure all mandatory certificates and declarations are enclosed.
The selection methodology will follow LCBS (Least Cum Cost Based Selection).
