Scope of Work

The selected Anchor Industry Partner will be responsible for:

1. Formation of Special Purpose Vehicle (SPV)
2. Upgradation of Government ITIs under Hub-and-Spoke model
3. Development of industry-oriented curriculum
4. Modernization of laboratories, workshops and equipment
5. Introduction of new demand-driven trades
6. Upgradation of existing trades
7. Faculty development and Training of Trainers (ToT)
8. Student placement support
9. Industry linkage and apprenticeship promotion
10. Digital Learning Management System implementation
11. Infrastructure planning and modernization
12. Monitoring of Key Performance Indicators (KPIs)
13. Preparation and implementation of Five-Year Strategic Investment Plan (SIP)
14. Long-term operation and management of the ITI cluster

These objectives are aligned with the PM-SETU Guidelines issued by MSDE.

Eligibility Criteria

Eligible applicants include:

1. Large Manufacturing Companies
2. Public Sector Undertakings (PSUs)

4. Industry Consortia
5. Corporate Foundations
6. Industry-led Educational Institutions
7. Consortium of maximum three members

Applicants must not be blacklisted or debarred by any Government authority.

Financial Criteria

The RFP specifies that bidders shall demonstrate financial capability; however, no fixed minimum turnover, net worth or experience has been prescribed in the document. These parameters are intentionally left to the State Steering Committee while ensuring participation by credible industry partners.

Earnest Money Deposit (EMD)

EMD Amount: ₹1.00 Crore

Mode: As prescribed in the RFP (Online/Bank Guarantee/FDR acceptable as applicable).
