Scope of Work

The selected bidder shall undertake comprehensive development and long-term operation of the Skill Development Institute (SDI) campus located at Arilova, Visakhapatnam.

Major responsibilities include:

1. Leasing and operating the Skill Development Institute for 10 years.
2. Completing all required development works within six months.
3. Operating and maintaining the institute after successful completion of development.
4. Maintaining roads, landscaping, security, utilities and campus infrastructure.
5. Managing the institute in accordance with the prescribed KPIs and operational standards.
6. Ensuring regular maintenance throughout the lease period.
7. Returning the infrastructure to GVMC in good condition upon completion of the contract.

Eligibility Criteria

Eligible bidders include:

1. Proprietorship Firms
2. Private Limited Companies
3. Limited Companies
4. Joint Venture (Maximum 2 Members)

The entity must:

1. Be registered in India.
2. Have minimum 2 years of existence.
3. Hold valid GST Registration.
4. Hold PAN.
5. Submit Litigation Declaration.
6. Submit Suspension Declaration.
7. Have no conflict of interest.
8. Not be blacklisted by any Government authority.

Technical Qualification

The bidder should possess:

1. Minimum 2 years' experience during the last 10 years in leasing Government Buildings, Guest Houses, Sports Complexes, Commercial Buildings, Institutional Buildings, Hospitality Buildings or similar facilities.

Additionally,

1. Completed at least one building construction/renovation project worth ₹1.50 Crore or more during the last ten years.
2. Experience of paying minimum annual lease fee of ₹80 Lakhs to any authority in one financial year during the last ten years for similar facilities.

Financial Eligibility

The bidder should have:

1. Minimum turnover of ₹2 Crore in any one financial year during the last ten years.
2. Solvency/Liquid Assets/Credit Facility of ₹1 Crore from a Scheduled/Nationalized Bank.

Tender Fee

GVMC Invites Bids for Leasing Skill Development Institute at Arilova, Visakhapatnam for 10-Year Operation

The Greater Visakhapatnam Municipal Corporation (GVMC) has released a Request for Proposal (RFP) inviting eligible organizations to lease, develop, operate, and maintain the Skill Development Institute (SDI) located at Arilova, Visakhapatnam, Andhra Pradesh. The contract offers a long-term opportunity comprising a six-month development phase followed by a ten-year operation and maintenance period.

The project aims to promote sustainable management of the Skill Development Institute by engaging experienced private organizations capable of upgrading infrastructure, maintaining the campus, and operating the institute efficiently. The selected bidder will also be responsible for maintaining roads, landscaping, security, utilities, and other infrastructure throughout the lease period.

The RFP is open to Proprietorship Firms, Private Limited Companies, Limited Companies, and Joint Ventures (up to two members) with at least two years of experience in leasing or managing Government buildings, institutional campuses, hospitality facilities, commercial complexes, or similar infrastructure.

To qualify, bidders must demonstrate relevant operational experience, completion of at least one construction or renovation project valued at ₹1.50 crore or more, and financial capability including a turnover of ₹2 crore in any one financial year during the last ten years. Additionally, bidders should possess a bank solvency or credit facility certificate worth ₹1 crore.

Interested organizations are required to submit their proposals exclusively through the Andhra Pradesh e-Procurement Portal. The bid submission process follows a two-stage evaluation consisting of technical qualification followed by financial evaluation. The successful bidder will be selected based on the highest lease amount quoted (H1).

The tender document became available for download from 20 July 2026, while the pre-bid meeting is scheduled for 27 July 2026 at GVMC, Visakhapatnam. The final date for online submission of bids is 4 August 2026, with bid opening scheduled on the same day.
