Scope of Work

The successful bidder shall:

1. Establish a DGCA-approved Flying Training Organisation (FTO).
2. Develop all required infrastructure including hangars, classrooms, briefing rooms, offices and apron.
3. Operate and maintain the FTO throughout the lease period.
4. Provide flying training using DGCA norms.
5. Maintain aviation safety standards.
6. Transfer all infrastructure to the Government after completion of the lease period.
7. Commence construction and flying operations within prescribed timelines.
8. Obtain all statutory approvals from DGCA, AAI, BCAS, MoCA and other authorities.

Eligibility Criteria

Eligible bidders should possess:

1. Valid Company Registration.
2. DGCA-compliant organisation.
3. Experience in operating Flying Training Organisations.
4. Business Plan and Safety Management Framework.
5. Audited Balance Sheets and Profit & Loss Statements of the last three years.
6. Memorandum & Articles of Association.
7. Directors' details.
8. Paid-up Capital certification.
9. Financial capability to execute the project.
10. Required statutory registrations including GST and PAN.

Qualification Criteria

The technical evaluation includes:

1. Financial Strength
2. Paid-up Capital
3. Debt Position
4. Fee proposed for students
5. Experience in operating Flying Training Organisations

Minimum qualifying score:

50 Marks out of 100

Evaluation is based on:

1. Financial Strength – 30 Marks
2. Student Fee Structure – 40 Marks
3. FTO Experience – 30 Marks

Financial Criteria

The RFP specifies:
