Scope of Work

The selected agency will function as the District Nodal Coordination and Training Agency and shall undertake the following activities:

1. District-wide implementation of the Youth Career, Skill and Entrepreneurship Programme.
2. Career counselling and aptitude assessment.
3. Personality development and employability skills training.
4. Digital literacy and workplace readiness.
5. Entrepreneurship awareness and business idea development.
6. Startup incubation support.
7. Business model development and DPR preparation.
8. Udyam Registration support.
9. Industry interaction and internship facilitation.
10. Mentoring of selected youth and startups.
11. Digital registration and participant database management.
12. Monitoring, reporting and impact assessment.
13. Coordination with District Administration, educational institutions, industries and government departments.

The programme follows a Hybrid Model (Offline + Digital) to maximize outreach and effectiveness.

Programme Targets

The selected agency is expected to achieve measurable outcomes during the six-month implementation period, including:

1. Training approximately 2,000–3,000 youth
2. Supporting 500 youth in employability/Udyam Registration
3. Developing 50 startup ideas
4. Facilitating 50 internships/apprenticeships
5. Creating a district-level youth and entrepreneurship database
6. Supporting new entrepreneurship and employment generation

Eligibility Criteria

The bidder should be one of the following:

1. Private Limited Company
2. Partnership Firm
3. LLP
4. Registered Proprietorship
5. Society
6. Trust

The organization must possess:

1. Valid GST Registration
2. Experience in career guidance, skill development, entrepreneurship promotion and startup ecosystem development.
3. Multi-disciplinary expert team.
4. Capability to coordinate with government departments, educational institutions and industry.

Preference will be given to agencies registered as MSMEs or Startups in Chhattisgarh and those having prior experience within the state and Dhamtari District.

The GeM bid specifically states that EMD is not required and ePBG is also not required.
