Eligibility Criteria

Eligible bidders should satisfy the following requirements:

1. Active DIT Manipur Empanelment
2. Legally registered company/LLP/Partnership/Proprietorship
3. Minimum 7 years experience in Government software development
4. Average annual turnover of at least ₹2 Crore during the last three financial years
5. Completion of at least two Government portal projects valued at ₹20 lakh or above
6. Minimum one successfully completed project in North East India
7. Valid GST and PAN registration
8. Not blacklisted by any Government organization
9. Qualified project team including Project Manager, Developers, DevOps, UI/UX and QA professionals
10. Experience with cloud deployment and open-source technology stack
11. No conflict of interest

CCML Invites Bids for AI-Enabled Tenant Services & Rent Management Portal for IT/ITES SEZ, Manipur

Cyber Corporation Manipur Limited (CCML), a Government of Manipur undertaking, has invited online bids from eligible technology firms for the design, development, testing, deployment and maintenance of an advanced Tenant Services & Rent Management Portal for the IT/ITES Special Economic Zone (SEZ), IT Park and associated facilities in Mantripukhri, Imphal.

The proposed digital platform aims to modernize tenant lifecycle management by replacing manual rent administration and facility management processes with a fully integrated, cloud-ready, AI-enabled web portal. The solution will support lease administration, automated rent calculation, digital billing, payment collection, online facility booking, tenant self-service, financial reporting and AI-driven analytics.

The project includes the implementation of multiple technology modules such as tenant onboarding, automated rent and CAM calculation, payment gateway integration, WhatsApp Business API, AI-powered chatbot, OCR-enabled document verification, predictive analytics, management dashboards and comprehensive MIS reporting. The selected agency will also provide deployment, training, warranty support and a three-year Annual Maintenance Contract.

The procurement process will follow the Quality and Cost Based Selection (QCBS) methodology with a 70:30 Technical-to-Financial evaluation ratio. Only bidders fulfilling the mandatory eligibility conditions, including DIT Manipur empanelment, minimum seven years of Government IT experience, ₹2 crore average annual turnover and relevant Government portal implementation experience, will qualify for further evaluation.

Interested agencies must submit their proposals online before 21 August 2026 at 1:00 PM IST, while the technical bids will be opened on the same day at 3:00 PM IST. Technical presentations are scheduled for 25 August 2026, whereas the financial bid opening date will be announced separately.
