Scope of Work

Selected Training Partners will be responsible for:

1. Mobilization and counselling of eligible candidates.
2. Registration of beneficiaries.
3. Establishment of training centres.
4. Providing NSQF-aligned skill training.
5. Development and implementation of curriculum.
6. Deployment of certified trainers.
7. Conducting assessments and certification.
8. Providing employment-linked placements.
9. Post-placement tracking.
10. Maintaining candidate records through BSDM portal.
11. Industry linkage development.
12. Compliance with BSDM monitoring and reporting systems.
13. CCTV monitoring and centralized online monitoring.
14. Ensuring quality standards throughout project implementation.

1. Solar Energy
2. Solar EV Charging
3. Solar PV Service Technician
4. Green Hydrogen
5. Bio Energy
6. Waste Management
7. Plastic Recycling
8. Material Recovery Facility
9. Sanitation
10. Sewer Cleaning
11. ESG
12. EV Charging Installation
13. Ecotourism
14. Water Reuse
15. Green Entrepreneurship

Target:

Approx. 1,000 candidates annually under employment-linked Green Economy programs.

Eligibility Criteria

Applicants should satisfy the following requirements:

1.  Registered organization with minimum 3 years existence.
2. Valid PAN and GST registration.
3. Average Annual Turnover of ₹2 Crore during FY 2022-23, FY 2023-24 and FY 2024-25.
4. Minimum Net Worth of ₹30 Lakhs.
5. Experience in Government Skill Development Programs such as:
   1. PMKVY
   2. DDU-GKY
   3. State Skill Development Missions
6. Minimum two Government work orders (200+ candidates each) issued after 01.04.2023 with completion certificates.
7. At least one Government-funded Green Economy or Circular Economy training project.
8. Strong industry tie-ups.
9. Not blacklisted by any Government Department or SSDM.
10. CSR Founda tions and Industry-owned Training Foundations may receive relaxation in certain experience criteria if they demonstrate adequate capability.

Technical Qualification

Applicants should have:

1. Experience under PMKVY/DDU-GKY/SSDM.
2. Proven placement track record.
3. Green economy training experience.
4. Industry partnerships.
5. Placement tie-ups.
6. Experienced faculty.
7. Infrastructure as per BSDM norms.
8. Ability to operate through BSDM portal.

Submission Guidelines

Applicants must:

1. Submit bids only through Bihar e-Procurement Portal.
2. Upload all required supporting documents.
3. Ensure documents are clear and legible.
4. Use valid Class II/III Digital Signature Certificate.
5. Complete online payment of Tender Fee, Processing Fee and EMD.
6. Submit proposals before the prescribed deadline.
7. Avoid conditional bids.
8. Consortium or Joint Venture bids are not permitted.
9. Offline submissions will not be accepted.

BSDM Invites Training Partners for Employment-Linked Circular & Green Economy Skill Development Program in Bihar

In a significant step toward promoting sustainable livelihoods and preparing Bihar's workforce for future industries, the Bihar Skill Development Mission (BSDM) has invited proposals from experienced Training Partners for implementing Employment-Linked Circular and Green Economy Skill Development Programs across the state.

Issued under RFP No. BSDM/Employment Linked Circular Economy-192/2026, the initiative focuses on building skilled manpower for emerging sectors such as renewable energy, waste management, recycling, green hydrogen, EV charging infrastructure, sanitation, and environmental sustainability.
