Scope of Work

The selected Project Implementing Agency (PIA) will be responsible for delivering a comprehensive AI-enabled pharmaceutical skill enhancement program covering:

The program consists of approximately 180 training hours over 60 days and follows a structured learning methodology comprising AI assessments, instructor-led sessions, mentoring, and certification.

Eligibility Criteria

Interested bidders should satisfy the following:

Mandatory requirements include:

1. Minimum 5 years of experience in similar business
2. Registered office in Karnataka
3. Valid PAN
4. Valid GST Registration
5. Minimum 25 permanent Subject Matter Experts (SMEs)
6. AI and Pharmaceutical domain expertise
7. Data Centre capability
8. Office infrastructure in Karnataka
9. AI platform capability
10. Presentation on methodology and curriculum
11. Offline delivery capability

Financial Criteria

The bidder must have:

1. Annual turnover of at least ₹188 Lakhs during each of:
   1. FY 2022-23
   2. FY 2023-24
   3. FY 2024-25

Audited financial statements and CA-certified turnover certificates are required.

The tender document includes a format for declaration of Net Worth by the Chartered Accountant; however, no minimum Net Worth requirement is explicitly prescribed.

KMDCL Launches ₹94 Lakh AI-Powered Pharmaceutical Skill Development Tender for Minority Pharmacy Students in Karnataka

In a significant initiative to strengthen industry-oriented pharmaceutical education, the Karnataka Minorities Development Corporation Limited (KMDCL), a Government of Karnataka undertaking, has released a new tender inviting experienced training providers to implement an AI-Powered Pharmaceutical Skills, Industry Readiness, and Skill Enhancement Program for minority pharmacy students in Yadgir district.

The project has an estimated value of ₹94 lakh and aims to train around 100 students pursuing or having completed D.Pharm, B.Pharm, and M.Pharm programs through an intensive 180-hour curriculum delivered over 60 days.

The proposed training model integrates Artificial Intelligence, pharmaceutical domain expertise, digital transformation, communication skills, cloud-based learning, industry mentorship, and AI-driven assessments. Participants will undergo structured learning phases, including AI platform onboarding, baseline assessments, technical upskilling, digital skills development, industry bootcamps, and final certification to improve employability in the pharmaceutical sector.

The tender adopts the Quality and Cost Based Selection (QCBS) methodology with an 80:20 weightage for technical and financial evaluation. Eligible organizations must demonstrate a strong background in AI-enabled pharmaceutical training, maintain a minimum annual turnover of ₹188 lakh over the past three financial years, employ at least 25 experienced Subject Matter Experts, and possess the required AI infrastructure, data centre facilities, and operational presence in Karnataka.

Bids must be submitted online through the Karnataka Public Procurement Portal (KPPP). The last date for submission is 6 August 2026, while the pre-bid meeting is scheduled for 30 July 2026.

This initiative reflects Karnataka's continued focus on integrating emerging technologies with skill development, preparing minority students for future opportunities in the rapidly evolving pharmaceutical industry through AI-enabled education and industry readiness programs.
