The selected service provider will be responsible for:

1. Conducting a DGCA-approved 7-day Drone Pilot Certificate (RPC) training programme.
2. Delivering classroom, simulator and practical flying sessions.
3. Registering trainees nominated by the District Administration.
4. Maintaining attendance records and trainer logs.
5. Conducting pre and post-training assessments.
6. Providing study material and handbooks.
7. Ensuring deployment of qualified DGCA-authorised instructors.
8. Maintaining all practical flying records.
9. Issuing DGCA Approved Remote Pilot Certificates to successful participants.
10. Submitting completion reports, attendance records, assessment reports and certificates.
11. Ensuring complete safety compliance throughout the programme.

Eligibility Criteria

Interested bidders should satisfy the following requirements:

1. Registered Service Provider on GeM.
2. Valid PAN and GST registration.
3. DGCA-authorised Remote Pilot Training Organisation (RPTO).
4. Qualified Drone Pilot Trainers with valid certifications.
5. Experience in conducting drone training programmes.
6. Availability of drones, batteries, simulator, safety equipment and training infrastructure.
7. Relevant statutory registrations.
8. Compliance with GeM General Terms & Conditions.

Financial Eligibility

1. Minimum Average Annual Turnover: ₹30 Lakhs (last three years)
2. Turnover should be GeM Verified.
3. Minimum Similar Experience: 1 Year
4. Past Similar Work Experience: Mandatory
5. MSE and Startup relaxation available as per GeM rules.

Madhya Pradesh Invites Bids for DGCA Approved Drone Pilot Training Programme under GeM

The Directorate of Skill Development, Government of Madhya Pradesh, has announced a new Government e-Marketplace (GeM) tender inviting eligible training providers to conduct a 7-Day DGCA Approved Remote Pilot Certificate (RPC) Training Programme for selected youth of Jabalpur District.

The initiative is aimed at equipping young participants with practical drone operation skills while promoting employment and self-employment opportunities in emerging sectors such as precision agriculture, infrastructure inspection, mapping, photography, disaster management, and aerial surveying.

The selected training partner will deliver comprehensive classroom sessions, simulator-based learning, and supervised practical flight training. The curriculum also includes drone regulations, aviation safety, emergency handling, maintenance procedures, mission planning, and career guidance.

Interested organisations must be registered on the GeM portal and possess valid DGCA Remote Pilot Training Organisation (RPTO) authorization along with experienced instructors, suitable drone infrastructure, and the required statutory registrations. The bidder must also demonstrate a minimum average annual turnover of ₹30 lakh over the last three years and at least one year of relevant experience in similar training assignments.

The estimated project value is ₹7.50 lakh with an Earnest Money Deposit (EMD) of ₹37,500. Bids are to be submitted online through the GeM portal by 03 August 2026, and bid opening is scheduled for the same day.
