Scope of Work
The selected agency/service provider will be required to organise and manage one 30-day residential training programme for 30 candidates in Amreli district. The broad scope includes:
- Providing residential training facilities for 30 candidates for 30 days.
- Arranging hostel accommodation, mess/food facility, classroom, training ground and other required premises.
- Providing physical training support through physical instructors, retired Army/Police/SRP/PT instructors or suitable trainers.
- Arranging written examination coaching for subjects such as English, Mathematics, Science and General Knowledge.
- Appointing a coordinator for smooth day-to-day management of the training programme.
- Supporting candidate pre-screening activities by providing ground, instructors, drinking water and medical team support.
- Providing breakfast, lunch, dinner and refreshments as per the prescribed menu.
- Ensuring safe, clean, hygienic, well-ventilated and healthy premises.
- Maintaining proper discipline, attendance, coordination and grievance resolution during the training period.
- Providing first-aid/medical assistance and fire safety arrangements at the training venue.
- Submitting head-wise bills for hostel, food, trainer honorarium, coordinator honorarium, ground maintenance and other approved expenses.
Pre-Qualification Criteria
Bidders should meet the following pre-qualification requirements:
- The agency should have relevant experience in organising similar residential training programmes or training-related services.
- The bidder must have at least 2 years of past experience in the same or similar services.
- Similar service experience is required for services provided to Central Government, State Government organisations or PSUs.
- The agency should possess a valid ISO 9001 certificate.
- The agency should not have been blacklisted by any organisation and must submit a certificate/declaration for the same.
- The agency should have GST registration and should submit GST returns for the last two years.
- MSME/Udyam certificate should be submitted, if applicable.
- The agency should submit updated work completion certificates.
- The agency should have received work orders through the GeM portal for at least five different districts.
- The agency should provide required infrastructure such as ground, classroom, mess and hostel facility near Amreli city, preferably within a 15 km radius.
- Technical approval may be finalised after site visit/physical verification of premises and infrastructure.
Eligibility Criteria
Eligible bidders should be capable of delivering a complete residential training programme with accommodation, food, training ground, trainers and coordination support. The bidder should have:
- Suitable training premises at or near Amreli.
- Ground suitable for physical training and running track-related activities.
- Hostel and mess facilities for candidates.
- Classrooms suitable for written examination coaching.
- Trainers for physical training and lecturers for written examination subjects.
- Coordinator for daily management of the training batch.
- Medical/first-aid arrangements and fire safety facilities.
- Clean drinking water, electricity, sanitation and basic safety arrangements.
- Capacity to resolve trainee grievances within 24 hours.
- Ability to comply with instructions issued by the Directorate of Employment & Training and District Employment Exchange, Amreli.
Financial Criteria
The bidder must have a minimum average annual turnover of ₹5 lakh during the last three financial years. Documentary evidence such as audited balance sheets or CA/Cost Accountant certificate should be uploaded with the bid.
For similar service experience, the bidder must have successfully completed similar services during the relevant period as per one of the following conditions:

Submission Guidelines
Bidders must submit their bids online through the GeM portal only. The bid is a two-packet bid, meaning technical and financial documents must be submitted as per GeM requirements.
