Scope of Work

The selected bidder will be responsible for end-to-end execution of a multi-component assignment covering skill gap research, qualification framework revision, portal submission, content development and translation.

1. Skill Gap Study and Forecasting

The bidder must conduct an evidence-based skill gap study to forecast current and future manpower requirements across major and emerging sectors in India. The study should include secondary research, primary surveys, employer consultations, sector-wise analysis, state-wise demand mapping, and future workforce projections.

Key activities include:

  1. Project inception, governance, methodology finalisation and risk planning
  2. Secondary research using official reports, industry studies and labour market data
  3. Primary research through surveys, FGDs and key informant interviews
  4. Skill mapping across technical, operational, digital, green and soft skills
  5. Manpower forecasting for short-term, medium-term and long-term requirements
  6. Training gap analysis and recommendations for NSQF-aligned interventions

2. QP Adoption, Revision, Amendment and Industry Validation

The bidder will undertake QP adoption, revision and amendment for 45 NSQF-aligned job roles across IT, Management, Construction, Agriculture, Healthcare, Domestic Worker and Cross-Sectoral domains.

Each QP must be reviewed against industry needs, emerging technologies and NSQF requirements. The bidder must prepare the revised QP documentation and obtain 30 industry validations for each QP.

3. Portal Integration and QP Uploading

The selected bidder must upload QPs and related documents on relevant portals such as NQR, SID and Kaushal Verse. The bidder must ensure complete, accurate and error-free submission as per MSDE/NSDC/NCVET requirements.

The bidder must maintain:

  1. Portal submission IDs
  2. Screenshots
  3. Audit trails
  4. Change logs
  5. Error rectification records
  6. Submission compliance reports

4. Content Development and Designing

The bidder must develop bilingual English-Hindi content aligned with MSDE/NSDC/NCVT standards and approved qualification outcomes.

Content deliverables include:

  1. Participant Handbook
  2. Facilitator Guide
  3. Training Delivery Plan
  4. Instructor-led training material
  5. Theory, practical and assessment components
  6. Rubrics, SOPs and learning outcomes
  7. Print-ready and LMS-ready files

5. Translation and Linguistic Quality Assurance

The bidder must translate English content into Hindi with technical accuracy, consistency and usability. The translation process should include qualified Hindi linguists, approved glossaries, peer review, SME review, proofing and final quality checks.

Pre-Qualification and Eligibility Criteria

Legal Entity

The bidder should be a public or private limited company registered in India under the Companies Act, 1956/2013 for at least five years as on the bid issuance date. The bidder should have at least three years of experience in content development.

Government bodies, PSUs and organisations registered under the Societies Act or any other relevant Act may also participate.

Minimum Experience

The bidder should have relevant experience in content development, QP/NOS revision, skill gap studies, translation, and NSQF-aligned training material development.

The bidder must also show technical capability through completed PH and FG development projects. As per the RFP, the bidder must have completed either:

  1. At least 10 projects of PH and FG development, each valued at minimum ₹2 lakh; or
  2. At least 5 projects valued at minimum ₹4 lakh each

These projects should be from the last three financial years and should be for government organisations or Sector Skill Councils.

Skill Gap Study Experience

For technical evaluation, the bidder should have completed at least two skill gap studies for any organisation.

Content Development Experience

For technical evaluation, bidders with experience in developing or revising participant handbooks and facilitator guides for Sector Skill Councils will receive marks based on the number of books completed.

Translation Experience

The bidder should have experience in translation of participant handbooks and facilitator guides for Sector Skill Councils. Technical marks are linked to the volume of translation work completed.

Key Staff Requirement

The bidder should provide qualified personnel with expertise in:

  1. Subject Matter Experts
  2. Instructional Designers or Instructional Writers
  3. Graphic Designers
  4. Project Managers
  5. Translators

CVs/resumes and a tabular staff profile with name, qualification, experience and role responsibilities should be submitted.

Submission Guidelines

The tender will be submitted through the Central Public Procurement Portal (CPPP/eProcure) in online mode. Bidders must submit bids under the two-bid system:

  1. Technical Bid
  2. Financial Bid

The technical bid should include all technical and eligibility documents. The financial bid must be submitted only in the prescribed BOQ format. Bidders should not include financial details in the technical bid, as this may lead to disqualification.

The financial bid will be evaluated only for bidders who qualify in the technical evaluation.

The selected bidder must strictly follow the milestone timelines. Delay in achieving milestones may attract a penalty of 0.5% of the total project value for every week or part thereof, subject to a maximum penalty cap of 10% of the total project value.
