Scope of Work

The scope of work includes supply, installation/commissioning, on-site trials and training for laboratory instruments/equipment/apparatus for the Road and Building Research Institute, Pailan, Kolkata.

The BOQ/list includes multiple laboratory and road/civil testing instruments such as:

The supplier must ensure successful supply, installation/commissioning, testing, demonstration and training to the satisfaction of RBRI officials.

Pre-Qualification Criteria

Eligible bidders should meet the following broad pre-qualification requirements:

1. The bidder should be an Original Equipment Manufacturer (OEM) or authorised dealer.
2. An authorised dealership certificate must be submitted where applicable.
3. The bidder should have requisite infrastructure and experience in supply, installation, commissioning, on-site trials/demonstration and training of laboratory instruments/equipment/apparatus.
4. The bidder should submit credential documents/certificates for similar work experience.
5. OEM and/or authorised dealership should have a service centre in Kolkata/West Bengal, except for the item numbers where exemption is specifically mentioned in the NIQ.
6. The bidder must be capable of providing technical support, maintenance manuals and required tools/accessories for the supplied instruments.
7. Sub-contracting is not permitted; the successful agency must execute the work by itself.

Eligibility Criteria

The tender is open to qualified OEMs or authorised dealers who can supply and commission the specified laboratory instruments/equipment as per the BOQ and technical specifications.

The bidder must submit mandatory business, statutory and technical documents, including PAN, GST registration, current tax challans, trade licence/UDYAM/MSME certificate, credentials for similar works, OEM/authorised dealer certificate, NABL certificate/registration number where applicable and authorised service centre details.

Financial Criteria

No specific minimum annual turnover or net worth requirement is mentioned in the uploaded NIQ. However, bidders must submit financial/statutory compliance documents including Income Tax Return for FY 2025-26, GST documents and current professional tax challan, as applicable.

Quoted rates should be inclusive of transportation, incidental charges, supply, installation, trials and training requirements. Applicable deductions such as Income Tax, labour welfare cess and GST-related deductions will be made as per government norms.

Tender Fee, EMD and Security Deposit

A token amount of ₹80,000 has been kept for participating in this tender. The NIQ states that this may not be considered the final Earnest Money for the bid. The actual EMD is indicated as 2% of the quoted amount.

The total security deposit requirement is 10% of the quoted value. The token amount will be converted into security deposit, and the balance amount will have to be deposited as applicable through the GRIPS portal of the Government of West Bengal.

No fixed tender fee is specified for online downloading of the tender documents. However, the successful bidder will have to purchase tender/agreement documents in triplicate before issuance of the work order, and the applicable cost will be informed before or at the work order stage.

Payment Terms

100% payment will be made only after successful supply, installation/commissioning, on-site trials and training of the listed instruments/equipment/apparatus, duly certified by the representatives of RBRI.

Payment will be made online through IFMS and the respective treasury, subject to availability of government funds and successful completion of the work.

Submission Guidelines

Bidders must submit both Technical Bid and Financial Bid online through the West Bengal e-tender portal.

Technical Bid

The Technical Bid should contain the current and required documents listed in Annexure-I. All documents must be duly self-attested and stamped before online upload. Original documents may be verified by RBRI before issuance of the work order.

Financial Bid

The Financial Bid should be submitted in the online uploaded BOQ format. The financial bid will be opened and evaluated only for technically qualified bidders. Evaluation will be carried out on the grand total basis.

Important Submission Conditions

• The tender must be submitted online only.
• Bidders must use a valid Digital Signature Certificate (DSC).
• Each page of the tender document must be signed and stamped by the owner/partner/authorised representative.
• Conditional tenders will not be accepted.
• Same individual cannot participate through more than one portfolio.
• Sub-contracting is not allowed.
• Incorrect, manufactured or fabricated credentials may lead to rejection and forfeiture of token money/security deposit.
• Bidders are advised to visit RBRI, Pailan, Kolkata, before quoting rates to understand the scope of supply and installation.
