Scope of Work
The tender covers manning and operation of E/M installations at Partapur area under GE 873 EWS. The selected service provider will deploy qualified and experienced skilled Fitter Grade Mechanic personnel for smooth operation of electrical and mechanical installations.
The broad scope includes:
- Manning and operation of DG set installations at HQ 102 Infantry Brigade KLP, including LT panels and LT distribution networks.
- Manning and operation of DG set and CHS installations at 16 MVFH, including hot water generator, FCU, C/F pump sets, LT panels and LT distribution networks.
- Manning and operation of DG set and borewell installations at HQ 102 Infantry Brigade New KLP and Sig Coy Partapur, including DG sets, submersible pumping sets, LT panels, LT distribution networks, valves, pumping mains and water distribution systems.
- Deployment of skilled Fitter Grade Mechanic personnel in 2-shift and 3-shift formats as per site requirement.
- Operation of CHS installations, DG sets, CHS panels, isolators, feeder pillars, battery chargers and borewell systems.
- Preparation and maintenance of daily run log sheets.
- Routine maintenance and daily operational support of installations.
- Providing tools, plant, safety devices, stationery, log sheets and registers required for daily operation and maintenance.
- Compliance with Indian Electricity Rules, safety requirements, statutory labour laws and all instructions issued by the Engineer-in-Charge.

The personnel must be technically qualified, experienced and capable of working in high-altitude operational areas. The contractor must submit educational qualification documents, experience certificates, residential details and police verification before deploying staff.
Deployment Conditions
The manpower may be deployed in high-altitude terrain within approximately 140 km radius of Partapur, at elevations ranging from 10,800 ft to 15,500 ft. The area may experience extreme weather, heavy snowfall and sub-zero temperatures reaching up to minus 30°C, especially during winter.
Exact deployment locations may not be disclosed in advance due to operational and security considerations. The bidder will be responsible for deploying physically fit, medically fit and suitably acclimatized personnel capable of performing duties under such conditions.
Pre-Qualification Criteria
Eligible bidders should meet the following requirements:
- Contractors enlisted with MES should be enlisted in Class D and above, category d(v), with satisfactory performance remarks in Work Load Return or other competent authority reports.
- Contractors not enlisted with MES must meet the enlistment criteria of Class D and category d(v) under MES Manual of Contracts 2020.
- Unenlisted contractors must satisfy requirements relating to completed works, annual turnover, bank solvency, working capital and other MES enlistment norms.
- The bidder should not be suspended, debarred or blacklisted by any Central Government, State Government, PSU, autonomous body or local body as on the bid submission end date.
- Foreign firms are not eligible. Indian firms having foreign nationals or Indian nationals living abroad as directors may be considered subject to security clearance.
- Bidders must not be under liquidation, court receivership or similar proceedings and must not be bankrupt.
- The contractor must comply with all labour laws, wage laws, EPF, ESI, safety and statutory requirements.
- The bidder should provide proof of office availability as required under the bid/ATC/NIT conditions. The NIT also mentions that bidders must have an office located in the Leh area.
