Scope of Work
The scope of work covers complete soil investigation and related geotechnical reporting for the proposed underground ammunition storage infrastructure. The selected agency will be required to undertake borehole drilling, field investigation, sample collection, laboratory testing, analysis, and submission of detailed technical recommendations.
The scope includes:
- Borehole Drilling and Soil Sampling
Boreholes of 100 mm to 150 mm diameter are to be drilled until refusal is encountered or up to 10 metres below mean ground level, as applicable for the building/site requirement.
- Trial Pit Requirement
For buildings having base area up to 4000 sqm, one borehole at the centre and one trial pit of 1.5 m x 1.5 m x 3.0 m depth, located approximately 5 m away from the borehole, are indicated in the scope.
- Field Investigation
Field investigation will be carried out based on the site plan and test-point locations for the proposed structures.
- Standard Penetration Test / DCPT
Standard Penetration Tests are to be conducted at 0.75 m intervals and at change of strata. Disturbed and undisturbed soil samples are to be collected during SPT or DCPT for laboratory investigation as per applicable standards.
- Laboratory Testing
The soil samples are to be tested for soil type and gradation, consistency limits, natural density, natural water content, shear characteristics, chemical analysis, swelling index and swelling pressure for black cotton soil, cohesion, angle of internal friction, and foundation recommendations.
- Technical Recommendations
The consultant must provide recommendations on type of foundation, founding depth, soil filling below floor/plinth protection, depth and properties of expansive soil, safe bearing capacity at different depths, soil profile, bore logs, settlement/shear-based SBC calculations, liquefaction possibility, and seasonal ground water table.
- Photographic Record
Photographic evidence of geo-exploration and testing must form part of the final report.
- Mobilisation and Demobilisation
Mobilisation and demobilisation of machines and equipment are also included in the schedule of work.
Pre-Qualification Criteria
Bidders should meet the following pre-qualification conditions:
- Minimum average annual turnover of ₹1 lakh during the last 3 financial years.
- Minimum 2 years’ experience in same or similar consultancy/soil investigation services.
- Relevant experience should be supported through contracts, invoices, execution certificates, or similar proof of completed assignments.
- Bidder must be approved/enlisted in MES in K & L category and must attach proof.
- Bidder must upload CA-verified turnover details.
- Bidder must submit required statutory and technical documents as part of the online technical bid.
- Bidders seeking any exemption must upload supporting documents for evaluation by the buyer, though the bid specifically states no MSE/Startup relaxation for turnover and experience.
Financial Criteria
The tender requires a minimum average annual turnover of ₹1 lakh for the bidder over the last three years. Documentary proof such as audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant must be uploaded.

Submission Guidelines
Bidders must submit bids online through the GeM portal under the two-packet bid system. Technical and financial submissions should be made strictly as per the GeM bid requirements. The tender allows technical clarification for 2 days during technical evaluation.
The bidder should visit the site and assess the departmental requirement before submission. The seller must also upload an acceptance of terms and conditions on letterhead; failure to upload the required ATC acceptance may lead to rejection in the technical bid.
Rates quoted by the contractor should be inclusive of delivery charges at site and GST, as applicable. No advance payment will be made. Final acceptance will be subject to approval by the competent authority/Board of Officers, and the decision of GE 863 EWS will be final and binding.
