Scope of Work

The selected training agency shall be responsible for planning and conducting OSR training programmes for Panchayat functionaries across Basti Division.

Major responsibilities include:

1. Organizing one-day offline training programmes.
2. Training Panchayat Assistants and Gram Panchayat Secretaries.
3. Arranging training halls and infrastructure.
4. Providing breakfast, lunch and refreshments.
5. Supplying participant training kits.
6. Arranging projectors, computers, microphones and internet.
7. Printing training materials.
8. Managing participant logistics.
9. Providing trainers and support staff.
10. Maintaining attendance and reporting.
11. Completing training within the contract period.

The tender covers approximately 3,470 participants.

Eligibility Criteria

The bidder should satisfy the following conditions:

1. Registered Company/Firm/Society.
2. Office established in Uttar Pradesh.
3. Valid PAN.
4. GST Registration.
5. MSME Registration (where applicable).
6. EPF Registration.
7. ISO 9001:2015 Certification.
8. ISO 14001:2015 Certification.
9. ISO 45001:2018 Certification.
10. Valid FSSAI Licence for food arrangements.
11. Experience in Government Capacity Building/Training projects.

Pre-Qualification Criteria

The bidder should have completed similar Government training assignments during the last three financial years.

Acceptable experience includes:

1. One work order worth at least 80% of the estimated project cost

OR

1. Two work orders worth 50% each

OR

• Three work orders worth 40% each

The experience should relate to:

1. Government Departments
2. State Government
3. Central Government
4. PSU
5. Government Training Projects
6. Capacity Building Programmes
7. Panchayati Raj Training
8. Employee/Beneficiary Training

Financial Criteria

The bidder should satisfy the following:

1. Minimum Average Annual Turnover: ₹123.53 Lakhs
2. Audited Balance Sheets for FY 2022-23, FY 2023-24 and FY 2024-25
3. ITR of last three financial years
4. CA Certified Turnover Certificate with UDIN
5. Positive financial standing
