The selected agency will be responsible for the complete implementation of the self-defense training programme including:

1. Self-defense training for girls of Classes VI-XII
2. Coverage of 1,589 Government Schools
3. Deployment of minimum 2 qualified trainers per Mandal
4. Conducting 30 training sessions per school
5. Each session of 60 minutes
6. Training duration of 4 months

Pre-Qualification Criteria

Eligible bidders must satisfy the following:

1. Registered Company / LLP / Society or legally recognized organization
2. Registration before 31 March 2023
3. Valid PAN
4. Income Tax Returns for the last three audited financial years
5. Experience of implementing Self-Defense or Martial Arts programmes in at least 1,500 Government educational institutions
6. Minimum 50 certified self-defense trainers
7. Trainers must possess valid certifications in Karate, Taekwondo, Judo, Krav Maga, Kickboxing, Boxing, Wrestling, Jiu-Jitsu or equivalent
8. Non-blacklisted organization

Andhra Pradesh Invites Agencies for Large-Scale Self-Defense Training Programme Across 1,589 Government Schools

The Government of Andhra Pradesh has announced a significant opportunity for experienced training organizations through the release of a Request for Proposal (RFP) for implementing the Rani Laxmibai Atma Raksha Prashikshan (Self-Defense Training Programme) for girl students studying in Classes VI to XII.

The initiative, to be implemented under Samagra Shiksha, aims to enhance the confidence, safety awareness, leadership qualities, and self-defense capabilities of girl students across Government schools in the state.

Under this project, the selected implementation agency will provide structured self-defense training in 1,589 Government Schools spread across seven districts—Anakapalli, Alluri Sitharama Raju (ASR), Kakinada, Manyam, Srikakulam, Vizianagaram, and Visakhapatnam.

The training programme is designed to provide comprehensive instruction in martial arts disciplines such as Karate, Taekwondo, Judo, Krav Maga, Kickboxing, Boxing, Wrestling, and Jiu-Jitsu, along with practical modules covering situational awareness, emergency response, confidence building, physical fitness, and women’s safety.

Each participating school will receive 30 structured training sessions, each lasting 60 minutes, over a four-month implementation period. The selected agency will be responsible for deploying certified trainers, coordinating with schools, conducting assessments, maintaining attendance records, documenting programme outcomes, issuing certificates, and submitting regular progress reports.

The tender follows a Quality Based Selection (QBS) methodology, emphasizing technical capability, trainer availability, institutional experience, and implementation quality over price-based competition.

Interested organizations must demonstrate substantial experience in conducting self-defense or martial arts programmes in Government educational institutions, maintain a minimum average annual turnover of ₹2.50 crore, and have at least 50 qualified and certified self-defense trainers available for deployment.

The RFP document was made available on 25 July 2026, with the Pre-Bid Meeting scheduled for 30 July 2026. Interested bidders must submit their online bids and hard copy of the technical proposal by 07 August 2026, while the technical bids will be opened later the same day.
