Scope of Work

Selected agencies will be responsible for:

1. Conducting Short Term Skill Training (STT)
2. Entrepreneurship Development Programmes (EDP)
3. Recognition of Prior Learning (RPL)
4. NSQF-aligned training programmes
5. Candidate mobilization
6. Training delivery
7. Assessment coordination through authorized agencies
8. Certification support
9. Placement and self-employment facilitation
10. Maintenance of candidate records
11. Reporting and documentation
12. Compliance with MAHAJYOTI guidelines
13. Operation of approved training centres across Maharashtra

The successful agencies shall not outsource or subcontract any part of the work and training must be conducted only from approved training centres.

Eligible Organizations

EOI is invited from:

1. Government Departments
2. Government Undertakings
3. Government Companies
4. Government Educational Institutions
5. Government Public Private Partnership (PPP) Companies

Pre-Qualification / Eligibility Criteria

Applicants should satisfy the following minimum requirements:

1. Legally registered organization
2. Positive Net Worth during the last three financial years
3. Minimum average annual turnover of ₹3 Crore from Skill Development activities
4. Minimum five years' experience in Skill Development
5. Active operations in Maharashtra for at least three years
6. Registered office/branch office in Maharashtra
7. Successfully trained at least 500 candidates in Maharashtra
8. Minimum 60% placement/self-employment record
9. Not blacklisted by any Government department
10. No criminal case against promoters/directors/trustees
11. Separate bids from organizations having common ownership are not permitted.

Financial Criteria

• Positive Net Worth (Last 3 Financial Years)
• Average Annual Turnover:
  • Minimum ₹3 Crore from Skill Development activities
  • Supported by Audited Financial Statements, ITR and CA-certified Turnover Certificate

Submission Guidelines

1. Submission Mode: Online only
2. Documents to be uploaded on Maharashtra e-Tender Portal
3. Proposal must be page numbered
4. Every page must be signed and sealed
5. Tender Fee to be paid online
6. Consortium, Joint Venture and Franchise models are not permitted
7. Subcontracting is strictly prohibited
8. Valid Class-III Digital Signature Certificate (DSC) is mandatory

MAHAJYOTI Releases Major EOI for Empanelment of Skill Development Agencies Across Maharashtra

The Mahatma Jyotiba Phule Research & Training Institute (MAHAJYOTI), Government of Maharashtra, has announced a significant Expression of Interest (EOI) inviting eligible Government organizations, Government educational institutions, Public Sector Undertakings and Public Private Partnership companies to participate in its latest empanelment initiative for implementing Skill Development Training programmes throughout Maharashtra.

The initiative is aimed at strengthening the state's skill ecosystem by engaging experienced organizations capable of delivering high-quality training under NSQF standards. The selected agencies will implement Short Term Training (STT), Entrepreneurship Development Programmes (EDP), Recognition of Prior Learning (RPL), placement-linked skill training and entrepreneurship promotion programmes.

Interested organizations must demonstrate a proven track record in skill development with a minimum annual turnover of ₹3 crore from skill development activities, a positive net worth over the past three financial years, at least five years of experience, and successful training of a minimum of 500 candidates in Maharashtra. Additionally, bidders must maintain a minimum placement or self-employment rate of 60%.

Applications are to be submitted exclusively through the Maharashtra e-Tender portal. A mandatory tender fee of ₹10,000 must be paid online. No consortium, franchise, joint venture or subcontracting arrangements are permitted under this EOI.

The tender was released on 24 July 2026, while the last date for online bid submission is 17 August 2026. The pre-bid meeting is scheduled for 29 July 2026, and the technical bids will be opened on 19 August 2026.

Organizations engaged in skill development, vocational education, entrepreneurship promotion and livelihood programmes are encouraged to carefully review the eligibility conditions and prepare all supporting documents before submitting their applications.
