Scope of Work

The selected agency will be responsible for planning, execution, monitoring and reporting of capacity building, training, IEC and behaviour change communication activities across Municipal Corporation Panipat. The work includes:

1. Training Needs Assessment

The agency must conduct a baseline assessment and gap analysis to identify skill gaps across stakeholder groups. A detailed Training Needs Assessment Report must be prepared in alignment with SBM-U 2.0 guidelines and MSW Rules 2016.

2. Curriculum and Module Development

The selected agency must develop customised training modules, manuals, presentations, SOPs, IEC materials, audio-visual content and case studies. The content should be bilingual, in English and Hindi.

3. Training Delivery

The assignment includes classroom training, workshops and seminars for officials and supervisors; practical and on-site training for sanitation workers; field demonstrations; and exposure visits to model Urban Local Bodies and waste processing facilities.

4. Capacity Building Support

The agency must deploy qualified trainers and subject matter experts and provide logistical and administrative support during the training programme.

5. Monitoring and Reporting

The agency must conduct pre- and post-training assessments, maintain attendance records, prepare participant databases, develop a digital MIS/dashboard for progress tracking, submit monthly progress reports with geo-tagged photographs, and prepare a final completion report with outcomes and recommendations.

Target Audience

The training programme will be implemented through a tiered approach:

Tier 1: Strategic and Executive Level

Participants include elected representatives, Municipal Commissioner, Executive Officers, Executive Engineers and Heads of Departments. Focus areas include policy formulation, strategic planning, financial management, PPP models, data-driven governance and SBM-U compliance.

Tier 2: Operational and Supervisory Level

Participants include Sanitary Inspectors, Junior Engineers, Supervisors, IT Officials and SWM/LWM supervisory staff. Focus areas include SWM Rules implementation, monitoring mechanisms, DPR preparation, grievance redressal, MIS reporting and performance monitoring.

Tier 3: Grassroots and Field Level

Participants include Safai Mitras, sanitation workers and field supervisors. Focus areas include source segregation, PPE usage, safety practices, community interaction, door-to-door awareness, hygiene and sanitation protocols.

Eligibility Criteria

The EOI is open to eligible bidders, NGOs, trusts, associations and non-profit organisations, including societies, trusts and Section 8 companies, having experience and knowledge in similar IEC, capacity building, sanitation, SBM or waste management activities.

The bidder must submit documents proving its legal constitution, registration, principal place of business and authorisation of the signatory. The agency must also possess the required professional, technical, financial and managerial resources to execute the project.

Final Selection Method

Financial score will be calculated using the formula:

Sf = (Fm / F) × 100

Where Fm is the lowest financial bid and F is the financial bid under consideration.

The final QCBS score will be calculated as:

Final Score = (Technical Score × 0.70) + (Financial Score × 0.30)

The bidder securing the highest combined score will be selected.

Financial Criteria

The bidder must meet the turnover and similar work criteria stated above. Payments to the selected agency will be made on a monthly basis after submission of invoices, activity reports, verification by Municipal Corporation Panipat and approval of the competent authority.

The financial bid must be quoted online in the prescribed format. The BOQ format requires bidders to quote the rate for one month and the total amount for 12 months. Awareness and IEC activities under SBM-U are mentioned as exempted from GST in the financial bid format.

Submission Guidelines

Bidders must submit the EOI/tender online through the Haryana e-Procurement Portal. Bidders are required to register on the portal and submit the bid using a valid Digital Signature Certificate. The tender is to be submitted in a two-cover system: Technical/Pre-Qualification cover and Commercial/Financial cover.

The payment for tender document fee, e-service fee and EMD must be made online through Internet Banking or by generating RTGS/NEFT challan. Financial bids will be opened only for technically qualified bidders.
