Scope of Work

The selected agency will supply a managed technical team for EIL’s in-house PMIS development. The PMIS is expected to support 35+ major EPC and infrastructure projects and cover the complete project controls lifecycle, including:

  1. Planning and scheduling
  2. Progress measurement
  3. Earned Value Management (EVM)
  4. Material control
  5. Construction management
  6. Reporting and dashboards
  7. AI-augmented analytics
  8. Integration with existing EIL systems

The PMIS will be developed in two major phases:

Phase 1: Core Platform – Months 1 to 9 from LOA

The first phase will cover proposal schedule generation, WBS setup, functional schedule management, progress measurement, EVM, weekly update cycles, backlog and variance analysis, activity readiness assessment, area of concern management, core reporting, analytics interface, user management, role-based access control, workflow engine, and integrations with systems such as P6, EngDMS, WAMS, EPS, EngCP and EngMPR.

Phase 2: Full Platform – Months 10 to 14 from LOA

The second phase will include CPM scheduling, construction planning, contractor schedule management, material reconciliation, additional reporting templates, probabilistic completion forecasting, portfolio MIS, schedule quality assessment, mobile application development for Android and iOS, Phase 2 AI capabilities, and additional system integrations.

A stabilisation period of approximately two months is planned after active development. EIL may also trigger an Annual Maintenance Contract (AMC) after Phase 1 go-live, subject to written instruction.

Pre-Qualification / Eligibility Criteria

Standalone website development, mobile-only application delivery, SaaS product reselling, low-code/no-code implementation, and IT infrastructure-only projects do not qualify as similar work.

4. Government / PSU / Listed Client Experience

At least one similar work cited by the bidder must have been executed for a Central or State Government body, PSU, autonomous government institution, bank, or corporate organisation listed on any stock exchange in India or abroad.

5. Time and Material Manpower Supply Experience

The bidder must have deployed software development resources on a Time and Material basis aggregating at least 100 man-months within any 12 consecutive months in a single engagement within five years of the cut-off date.

6. Technical Manpower Strength

The bidder must have maintained at least 70 full-time technical personnel on permanent payroll during the 12 months preceding the cut-off date. The technical manpower may include software developers, QA engineers, DevOps engineers, and solution architects. Only employees with monthly EPF contribution deposited by the bidder to EPFO will be counted.

7. NCR Office Presence

The bidder must have an operational office in the National Capital Region, including Delhi, Gurugram, Noida, Faridabad or Ghaziabad, as on the cut-off date.
