Scope of Work
The selected agency will be responsible for full-day event management and complete execution of arrangements at the buyer’s premises for mass marriage events under Mukhyamantri Samuhik Vivah Yojana.
The scope includes:
- Complete Event Execution
- Planning, coordination and execution of mass marriage programme arrangements.
- Venue development and participation arrangements.
- Cluster/banquet seating arrangement.
- Full-day event support at programme location.
- Venue and Stage Arrangements
- Stage setup and decoration.
- Pandal/hangar arrangements, where applicable.
- Entry gate decoration with flowers.
- Backdrop, standees, banners and programme branding.
- Large LED/TV screen arrangements.
- Welcome lamp and ceremonial arrangements.
- Sound, Lighting and Public Address System
- Mike and sound setup.
- Sound box/public address system.
- Event announcement and communication support.
- Photography and Videography
- Photography and videography from the beginning to the completion of the programme.
- Photography arrangements for couples and event activities.
- Printed/laminated marriage certificates as required.
- Food and Refreshment Arrangements
- Lunch arrangements.
- High tea.
- Water bottles.
- Snacks and refreshment arrangements for bride/groom sides and guests.
- Separate arrangement for chief guests/resource persons, wherever required.
- Food quality and timely service at the venue.
- Marriage Ceremony Materials
- Flower garlands/jaymala.
- Sehra or related ceremonial materials where applicable.
- Arrangements for priest/maulvi and ceremonial honorarium as per requirement.
- Participant kits and related materials for attendees.
- Delivery and Logistics
- Delivery of all required materials to the programme site.
- Compliance with GST and applicable taxes.
- Safe transportation, loading, unloading and placement of materials.
- Responsibility for material loss, damage or theft during movement and execution.
Pre-Qualification Criteria
Bidders should meet the following major pre-qualification requirements:
- The bidder/service provider must have experience in providing same or similar services.
- Minimum 3 years’ past experience is required for similar services.
- The bidder must have executed/completed similar services for Central Government, State Government, PSUs, Nationalized Banks or similar recognised organisations, as applicable.
- Relevant work orders, contracts and completion certificates should be uploaded.
- The bidder should not be blacklisted by any government or non-government department.
- The bidder must upload an affidavit/declaration regarding non-blacklisting.
- The bidder should hold valid registrations and statutory documents required for operating such services.
- Food-related work should be supported by valid FSSAI registration/licence, wherever applicable.
Eligibility Criteria
- The bidder should be a legally valid entity capable of undertaking event management, catering, venue development, logistics and allied service execution. The bidder must submit proof of business registration, tax registration and experience in similar assignments.
- The bidder must also comply with GeM General Terms and Conditions, bid-specific additional terms and conditions, service-level requirements and all applicable labour, tax and statutory laws.
Financial Criteria
- The tender document indicates a minimum turnover requirement of 30% of the estimated tender value, which is approximately ₹21.37 lakh. The turnover should be supported by a Chartered Accountant-certified turnover certificate with UDIN for the relevant financial years.
