Scope of Work

The selected agency will be responsible for conducting karate-based women’s self-defence training under the Suraksha Setu Society initiative in Dahod district. The training must cover 5,400 women, with 300 women from each of the 18 police stations in the district.

The programme will include 17 days of training, with 1 hour of training per day. The purpose of the assignment is to strengthen women’s safety awareness and provide practical self-defence skills through karate training.

Pre-Qualification Criteria

Interested organizations should meet the following pre-qualification conditions:

1. The institution must have valid registration under the relevant applicable law and must be legally authorized to carry out such training work.
2. The agency must have recognition/affiliation from a relevant sports authority, such as Gujarat State Olympic Association, Sports Authority of Gujarat, or a recognized State Association.
3. The organization must have prior experience in karate training and sports coaching.
4. The agency should not be blacklisted by any government or semi-government organization.
5. The organization and trainers/coaches must not have any criminal record or adverse police case record.
6. Trainer/coach credentials must support self-defence, karate, sports coaching and related training capability.

Eligibility Criteria

The bidder must fulfil the following eligibility requirements:

1. Minimum 3 years’ experience in karate-related work.
2. Minimum 5 years’ experience in sports coaching domain.
3. At least ₹30 lakh turnover in any one year during the last three years.
4. Valid PAN, GST/TAN, professional tax registration and other statutory registrations.
5. Trainers/coaches should have sports qualification, training credentials or relevant medal/participation certificates.
6. Preference may be given to national-level players.
7. Trainer/coach should preferably have qualifications such as CP.Ed, DP.Ed, BP.Ed, graduation or equivalent/higher qualification, as applicable.
8. Trainer/coach should be physically fit and should submit a fitness certificate from the District Health Officer.
9. Trainer/coach should not be above 40 years of age.
10. Trainer/coach must submit character verification/certificate from the local police station.

Financial Criteria

The tender document mentions the following financial conditions:

1. The bidder should have turnover of at least ₹30 lakh in any one year during the last 3 years.
2. Turnover certificate for the last three years must be submitted.
3. Last three years’ ITR and audit report must be submitted.
4. Tender form fee of ₹1,500 must be deposited through DD.
5. EMD of 3% of the total bid amount must be submitted through Draft/DD.
6. The selected L1 bidder must submit 5% security deposit of the total amount through Draft/DD.

Non-submission of the tender fee or EMD may lead to rejection of the bid as per the tender condition.

Submission Guidelines

The procurement is proposed through the GeM portal. Bidders should submit their bid online as per GeM procedure and also ensure submission/deposit of the required DDs for tender form fee and EMD as mentioned in the tender conditions.

The final decision regarding the bid will rest with the Superintendent of Police, Dahod, and the decision will be binding on all bidders.
