Scope of Work
The selected agency will be responsible for the complete construction, development, installation, testing, commissioning and handover of the proposed Science Park and 12-metre Dome Digital Planetarium. The work includes concept planning, design, engineering, procurement, civil construction, exhibit development, digital systems, MEP services, landscaping, documentation and statutory compliance.

Pre-Qualification Criteria
Bidders must meet the mandatory eligibility conditions to qualify for technical and financial evaluation.
1. Legal Status
The bidder must be a legally registered Indian entity such as:
- Sole proprietorship
- Partnership firm under Indian Partnership Act, 1932
- LLP under LLP Act, 2008
- Private/Public Limited Company under Companies Act, 2013
Note: Societies and trusts are not eligible.
2. Relevant Experience
The bidder must have completed similar work related to construction, designing and themed science centre, city museum, planetarium, science-themed gallery, museum memorial, expo, science amusement park, or themed park/museum gallery with permanent infrastructure and multimedia-based digital installations.
Eligible clients include:
- Central or State Government departments
- Urban Local Bodies / Nagar Nigam / Smart Cities
- Development Authorities
- PSUs
Completed-project requirement:
- One similar project of at least 80% of bid value; or
- Two similar projects of at least 50% of bid value each; or
- Three similar projects of at least 40% of bid value each
Only completed projects will be considered.
3. Financial Turnover
The bidder must have cumulative turnover of ₹6006 lakh during the last 5 financial years, supported by:
- Audited financial statements
- Income Tax Returns
- CA-certified turnover statement
Applicable years include FY 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25.
4. Solvency
The bidder must have minimum solvency of 25% of bid value, supported by a solvency certificate issued by a nationalized bank or District Magistrate.
5. Tax Compliance
The bidder must submit:
- Income Tax Return acknowledgement
- Profit & Loss account and balance sheet of last 5 financial years
- PAN
- GSTIN
6. Non-Blacklisting Declaration
The bidder must submit a self-declaration confirming that it has not been blacklisted, debarred or suspended by any Central/State Government Department, ULB or PSU in India during the last 3 years.
Technical Eligibility Requirements
The bidder must also submit technical compliance documents, including:
A-Class Electrical Safety License issued by any State Government Authority / NCR
- A-Class Electrical Safety Certificate from Directorate Electrical Safety, Energy Department, Government of Uttar Pradesh at the time of agreement
- Manufacturer Authorization Form from OEM
- OEM/authorized dealer/distributor documentation, as applicable
- NABL-accredited test reports for electrical, photometry and safety testing where required
- Technical documents for lighting and AV systems, including TDS, TTC, IP-65 report, LM-79 and LM-80
- Salt spray test reports for relevant equipment housing and enclosures
- IP rating and conformal coating certificates for supplied AV equipment
- Valid ISO 9001:2015 Quality Management System certificate in the name of bidding entity
- Authorization and warranty certificates with the bid

Bidders must score at least 70 out of 100 marks to be considered technically qualified. The bidder shortlisted in technical evaluation with the minimum financial bid, L1, will be selected.
Submission Guidelines
Bidders must submit the proposal through the e-tender portal in a two-bid system:
- Technical Bid containing eligibility documents, experience details, company profile, certificates, technical approach and supporting documents.
- Financial Bid in the prescribed format.
The proposal must be submitted before the closing deadline. Submission in an improper format, incomplete documentation, non-payment of EMD or tender fee, or failure to meet eligibility requirements may lead to rejection.

Payment and Penalty Conditions
The selected contractor will submit monthly bills based on executed quantities at site. The site in-charge will verify and forward bills for payment. Payment will be made by Bareilly Development Authority through RTGS within 30 days after receipt of bill, subject to availability of funds, concurrence of consultant/department, and satisfactory certification of work.
For delay in project execution, penalty may be imposed up to 1% of the cost of balance work for every 15 days of delay, subject to a maximum of 10% of the total payable amount.
