Scope of Work

The tender covers the implementation of a vocational training programme on LED lights assembly and repair for 25 community members of Ladakh. As per the technical specification document, the course is linked to the LED Light Repair Technician qualification, QP Code ELE/Q9302, NSQF Level 4. The training duration is 600 hours, comprising 180 hours theory, 270 hours practical, and 150 hours on-the-job training. The ATC also mentions supply, installation, testing, commissioning and handing over of equipment as per specifications, including accessories, tools and documentation. Delivery is to be completed within 30–45 days from supply order, and installation/commissioning within 7 days of delivery.

Training Infrastructure and Deliverables

The training provider is expected to arrange the required laboratory/workshop infrastructure, including workbenches, electrical safety arrangements, proper earthing, fire extinguisher, lighting, ventilation and storage facilities. Minimum tools include digital multimeters, soldering stations, desoldering pumps/wicks, hand tool sets, LED bulbs, LED tube lights, LED drivers, LED strips/panels and consumables such as solder wire, flux, insulation tape, wires and connectors.

The institute must also provide study material, technical manuals, refreshments, lab coat/apron, post-certification toolkit/incentive provisions, assessment support and certification through NSDC/Skill India/ESSCI or an authorised Sector Skill Council. The technical document also mentions a 70% gainful engagement target within 90 days and six months of digital tracking and post-placement mentoring.

Pre-Qualification and Eligibility Criteria

Bidders must meet the eligibility conditions specified in the GeM bid and upload all required supporting documents. The bid requires a minimum average annual turnover of ₹4 lakh for the bidder and ₹10 lakh OEM average turnover for the last three years. The bidder must have 2 years of past experience in the same or similar service. The bid also requires 70% past performance. The bidder or OEM should have supplied same or similar category products/services for 70% of bid quantity in at least one of the last three financial years before bid opening, with copies of relevant contracts/work orders to be submitted.

The tender allows participation only from Class-I / Class-II local suppliers under Make in India provisions, and MSE purchase preference is applicable as per GeM/Government procurement policy.

Tender Fee and EMD Details

A mandatory physical site visit is required before bid submission to assess site conditions, installation requirements and logistics. The ATC clearly states that no additional claim will be entertained later on account of lack of site knowledge.
