Key Tender Details

Scope of Work

The project covers the construction of a Commercial Training Center Building at Konghara, Yavatmal. Based on the estimate document, the work broadly includes:

1. Construction of RCC building structure for a training centre.
2. Foundation work including excavation, PCC and RCC frame structure.
3. Plinth, RCC beams, columns and masonry work.
4. Superstructure using brick masonry / fly ash brick work.
5. RCC slab roofing.
6. Internal and external plastering.
7. Vitrified tile flooring.
8. Aluminium windows with grill.
9. Door and window fixing works.
10. Internal oil paint and external waterproof cement paint.
11. Electrical fitting provision.
12. Testing, royalty, GST, insurance and other applicable work charges included in the estimate.

Pre-Qualification Criteria

Eligible bidders should meet the following basic pre-qualification requirements:

1. The bidder must be a registered contractor with the Zilla Parishad Works Department in the appropriate category.
2. The bidder must hold valid contractor registration/licence documents.
3. PAN card and GST registration certificate are required.
4. The bidder must not be blacklisted by any office or authority and must submit a declaration/undertaking on stamp paper.
5. Tender fee and EMD/FDR payment proof must be submitted/uploaded as required.
6. Original documents must be submitted to the committee before tender opening as per tender conditions.

Eligibility Criteria

The bidder must comply with the conditions mentioned in the tender notice and related approvals, including instructions issued by the Maharashtra Government, District Collector Yavatmal, Zilla Parishad Works Division and Tahsildar Kelapur. The tendering authority reserves the right to open, reject or cancel any tender without assigning reasons.

The contractor will be responsible for obtaining necessary permissions for the work. The committee may assist, but delays in permissions will remain the contractor’s responsibility. The contractor must also provide guarantee/certification for materials for one year or until project handover, as applicable.

Financial Criteria

The tender document does not mention any specific minimum annual turnover or net worth requirement. However, financial compliance includes:

1. Payment of tender fee of ₹1,090 through online receipt.
2. Submission of EMD/security amount through online mode or FDR.
3. Additional Performance Security may be required if the L1 bidder quotes below the estimated tender cost beyond the prescribed limits.
4. Bank Guarantee / Demand Draft / FDR for performance security must be issued by a Nationalised Bank or Scheduled Bank, as applicable.
5. Security documents should include MICR and IFSC code details.
6. If false or forged security documents are submitted, the EMD may be forfeited and registration may be suspended.

Submission Guidelines

Bidders must submit the tender through the e-tender process. Tender fee receipt, EMD/FDR proof and required documents must be scanned and uploaded with the bid. Original documents must be submitted to the Samuhik Vanhakk Vyavasthapan Samiti Konghara before the tender opening date/time as per tender instructions.

Any corrigendum, guidance or additional tender-related information will be available through the Maharashtra e-tender portal mentioned in the tender document. Eligible bidders will be informed separately by email regarding the opening of the second envelope.

Bidders should prepare and submit/upload the following documents:

1. Zilla Parishad Works Department contractor registration certificate.
2. Valid contractor licence/registration proof for the relevant category.
3. PAN card.
4. GST registration certificate.
5. Tender fee payment receipt of ₹1,090.
6. EMD/FDR/online payment proof.
7. FDR/DD/BG details with MICR and IFSC code, wherever applicable.
8. Non-blacklisting undertaking on ₹500 stamp paper.
9. Declaration that all submitted information is true and correct.
10. Self-declaration signed by the contractor.
11. Additional Performance Security in the form of BG/DD/FDR, if applicable.
12. Electrical contractor agreement on ₹100 stamp paper, if required for electrical supply work.
13. Permission-related undertaking/agreement on ₹100 stamp paper, if applicable.
14. Material guarantee certificate for one year or until handover, as applicable.
15. Original documents to be submitted physically to the committee before tender opening.
