Scope of Work

The scope includes annual repair, maintenance and supply-related activities under ADEN/HQ-II/JHS for the year 2026–27. The work is divided into three schedules:

The NIT states that the schedules are based on CPWD DSR-2023, and Part C includes material supply items such as stone aggregate, bitumen emulsion, cement, paints, GI pipes, sanitary fittings and related civil maintenance materials.

Pre-Qualification and Eligibility Criteria

Bidders must satisfy the minimum eligibility criteria and submit supporting credentials along with the tender. The tender specifically defines similar work as “Any Civil Engineering Work.”

For technical eligibility, the bidder must have successfully completed or substantially completed similar work during the last 7 years, ending the last day of the month previous to the one in which the tender is invited. The accepted experience options are: three similar works each costing at least 30% of advertised value, or two similar works each costing at least 40%, or one similar work costing at least 60% of advertised value.

For composite works, the same percentage-based requirement applies component-wise. Separate completed works may also be considered for different components where applicable.

Financial Criteria

The bidder must meet the average annual contractual turnover requirement. Since the advertised tender value is ₹1.61 crore and the completion period is 12 months, the minimum average annual contractual turnover requirement works out to ₹1.61 crore. The turnover should be calculated from contractual payments received in the previous three financial years, as supported by audited financial statements or a Chartered Accountant certificate.

The uploaded NIT does not mention a separate net worth requirement. Therefore, for website publication, this may be shown as “Not specified in tender document.”

Tender Fee, EMD and Security

The tender document fee is ₹0.00, while the Earnest Money / Bid Security amount is ₹3,22,000. The tender allows bid security through online mode or Bank Guarantee as per Indian Railways GCC provisions. For Bank Guarantee submission, the scanned copy must be uploaded on IREPS and the original Bank Guarantee must be submitted within the prescribed timeline; non-submission may lead to rejection.

EMD exemption is available for eligible DIPP-recognized Startups, while Labour Cooperative Societies are required to submit only 50% of the prescribed Bid Security. The tender also requires any DIPP certificate submitted for EMD exemption to be valid on the date of opening of the tender.

Submission Guidelines

Bidders must submit bids online only through IREPS. Manual offers are not allowed and will be ignored. Bidders can submit original or revised bids up to the closing date and time only.

The tender uses a Single Packet System and ranking will be from Lowest to Highest. Bidders should quote as required in the prescribed schedule and must not submit rates outside the specified place. Rates are to be inclusive of taxes, octroi, licence fee, royalty charges and other legally applicable charges.

The successful bidder will be required to submit a Performance Guarantee within 21 days from the issue of Letter of Acceptance. Delay beyond 21 days may attract penal interest, and failure beyond the permitted period may lead to termination and forfeiture as per GCC provisions.

8. List of works completed in the last seven financial years, including work description, client/organization, contract value, award date and completion details.
9. Work order, BOQ, bill-wise payment details, TDS certificates and final/last bill, if experience certificate is issued by a public listed company.
10. Correspondence address, email ID and valid phone number.
11. Bank details, including bank name, branch code, account number, IFSC code and PAN.
12. List of plant and machinery available and proposed to be deployed.
13. List of personnel/organization available and proposed to be engaged.
14. Make in India local content declaration, where applicable.
15. Legal constitution documents such as Partnership Deed, Power of Attorney, Certificate of Incorporation, MOA/AOA, LLP Agreement, Trust/Society documents, as applicable.
16. GST and labour law-related registration/compliance documents, wherever applicable.
17. Site visit and tender condition undertakings as required in the tender.
