Scope of Work

The selected supplier will provide photography and album-related services for training programs under the Executive Engineer, Advance Planning Division, WRD Ranchi. The item details include 800 photography units using a professional-grade DSLR with 8x10 inch group photos on 95 GSM matte paper, and 2 albums of 12x36 inches with 30 sheets, 5 photos per sheet, on 95 GSM glossy paper.

The service period for photography is indicated as 10 months, and the quantity of photographs or albums may increase or decrease depending on departmental requirements. The quoted price must include all applicable taxes, transportation, and delivery charges.

Pre-Qualification Criteria

Bidders should be authorized suppliers registered under the Government of Jharkhand. They must have necessary enrolment on the e-Procurement portal and their own Digital Signature Certificate for online submission.

The pre-qualification application form requires details such as firm/agency name, postal address, proprietor/partner details, group manager details with bio-data, bank account number and IFSC, PAN, GST registration number, and personnel details.

Eligibility Criteria

Eligible bidders must submit GST registration and other applicable registrations. The tender also requires PAN, Aadhaar Card, GST Form 3B, and Income Tax Return details for the last three financial years. Affidavits regarding the authorized signatory and acceptance of terms and conditions are also required. All documents must be scanned, attested, and uploaded in PDF format. Conditional NIQs will be rejected.

Financial Criteria

The tender does not specify minimum turnover, net worth, or minimum financial experience requirements. However, bidders must pay the tender fee of ₹750 and EMD of ₹8,500 online only through the e-Procurement portal. The tender fee and EMD must be paid in a single transaction, and payments may be made through net banking, NEFT, or RTGS challan mode.

Payment to the supplier will be made after successful supply and verification of items, subject to availability of allotment. Deductions or recoveries will be made as per applicable taxation rules and government circulars.

Submission Guidelines

The bid must be submitted online through the Jharkhand e-Procurement portal. No hard copy or physical copy is required for bid opening or evaluation, although the authority may request original documents for verification before awarding the contract. Only e-NIQ submissions will be accepted, and GSTIN is essential.
