The pre-bid meeting will be conducted in hybrid mode at the Administrative Building, IIT Tirupati, and bidders are advised to complete any site visit before the pre-bid meeting.

Scope of Work

The scope includes complete supply, installation, testing, commissioning and training of a CNC Turnmill Center with Y-Axis and Programmable Tailstock. The machine should support high-precision turning, profile turning, drilling, boring, threading, tapping, reaming, grooving, facing, face grooving, peripheral profiling and other lathe operations. The equipment should include major features such as Y-axis, servo live tool turret, programmable tailstock, CNC controller, chip conveyor, CAD/CAM software, workstation, essential accessories, manuals, installation support and training.

The supplier will also be responsible for installation, commissioning, training, benchmarking/component prove-out, spare support and warranty support. IIT Tirupati may require demonstration of the quoted or similar machine during technical evaluation, and unsatisfactory benchmarking may lead to technical disqualification.

Pre-Qualification Criteria

The bidder should be an OEM and should have supplied similar machines in the past with major parameters such as Servo Live Tool Turret, Y-Axis and Programmable Tailstock. The spindle should be manufactured in-house by the tender participant, and relevant certification must be submitted. IIT Tirupati may physically inspect the manufacturing premises to verify in-house spindle manufacturing capability.

Eligibility Criteria

Bidders must submit firm incorporation/registration certificate, PAN and GST details. They must not be on the active debarred list of any Central/State Government, Public Undertaking or Institute, and there should be no criminal case registered or pending against the firm or its owner/partners.

The bidder/OEM should have supplied at least three same or equivalent machines during the past three financial years, either 2022-23 to 2024-25 or 2023-24 to 2025-26, in India to Central/State Government, PSU, CPSE or Educational/R&D Institutions. Supporting purchase orders/contracts and satisfactory installation certificates with customer contact details must be submitted.

The bidder must be a Class-I or Class-II local supplier meeting the minimum local content requirement under the Public Procurement Preference to Make in India Order. The bidder should be an OEM or OEM-authorised dealer/channel partner/distributor with valid authorisation for sales and after-sales support from the southern region.

Bid Submission Guidelines

Bidders must submit bids online only. The tender follows a two-cover system. Cover 1 should include the technical documents in PDF format, including PAN, GST, firm registration certificate and Annexures I to XI with supporting documents. Cover 2 should include the financial BOQ in the prescribed Excel format without changing the template.

Bidders must register on the e-procurement portal and use a valid Class II/III Digital Signature Certificate. Incomplete or non-responsive bids may be rejected during technical evaluation without further clarification. Technical bids will open on 29 June 2026 at 10:00 hrs, while the financial bid opening date will be announced later.
