Scope of Work

The scope includes supply, delivery, installation and onsite training for one Pneumothorax Decompression Training Mannequin for TCCC training at 2255 Field Hospital, Galwan Valley, Eastern Ladakh. The successful bidder must provide free installation and onsite training to the end-user as part of order fulfilment.

The mannequin should be a half-torso adult male model with lifelike shape and realistic chest anatomy. It must support clinical demonstration and practice of pneumothorax treatment, including needle decompression training. The mannequin should include anatomical structures such as clavicle, suprasternal notch, angle of sternum, cervical rib and intercostal spaces, along with a lung bag for repeated training use.

Pre-Qualification Criteria

Bidders must meet the following pre-qualification requirements:

The bidder or its OEM must have regularly manufactured and supplied same or similar category products to Central/State Government organisations or PSUs, supported by relevant contracts and delivery acceptance certificates such as CRAC.

Eligibility Criteria

The bidder must either be the Original Equipment Manufacturer (OEM) or an authorised dealer with permission to participate in the bid. All offered items must be brand new, usable and of reputed make/model, and used products are not acceptable.

For imported products, the OEM or authorised seller must have a registered office in India to provide after-sales service support, and a certificate to this effect must be submitted.

The buyer may ask for a product demonstration before finalisation of the order. Non-compliance may lead to disqualification.

Financial Criteria

The rate quoted by the bidder must be inclusive of GST and all other charges, including freight, transportation and insurance, with no extra charges payable. Rates must be quoted in Indian Rupees. Once submitted, rates cannot be withdrawn, and no upward revision will be accepted during the contract or extension period.

Payment will be made through electronic mode after satisfactory supply and verification of the supplied material by the concerned official. No payment will be made for unsatisfactory or defective products.

Submission Guidelines

Bidders must submit their bids through the GeM portal before the bid closing deadline. The tender follows a Two Packet Bid system, where technical documents must be submitted in the technical bid and the financial bid will be opened only for technically qualified bidders.

During technical evaluation, the buyer allows 2 days for technical clarifications. Documents uploaded by bidders may be visible to other participating bidders after login, as stated in the bid document.
