Scope of Work
The scope covers supply and installation of items for modernization of the training facility at Hill Driving School / ADAPT, 5171 ASC Bn (MT), Udhampur. The project aims to establish a dedicated repair and maintenance training environment with modern repairing and diagnostic equipment. It will support practical training for drivers and MT staff in vehicle fault identification, troubleshooting and repair procedures, thereby improving technical competency, vehicle serviceability and operational readiness.
The major equipment and works include:
  1. Delivery and installation of portable multipurpose shed
  2. Underground inspection pit
  3. Power supply components and illumination equipment
  4. Four-post lifter and tyre changing machine
  5. Wheel lift machine and workshop creeper
  6. Pneumatic gun, pneumatic portable oil drain and oil filling machine
  7. Bench-wise workshop table and air gun
  8. Jump starter and distilled water plant
  9. Electric bench and portable welding machine
  10. Tool trolley, impact wrench, jack 10 ton and torque wrench set
  11. Socket sets, T-handle socket sets, oil filter clamp and ratchet spanner set
  12. Diagnostic scan tool for all vehicles
  13. Brake bleeding kit, pliers and cutters
  14. Hydraulic shop press, wheel aligning machine and wheel balancing machine
  15. PEGA petrol vehicle, DSM diesel vehicle, riveting machine
  16. Hydraulic heavy-duty universal gear box jack and soldering tools
All items are required with 3 years warranty and 4 years AMC after warranty.
Pre-Qualification Criteria
Bidders must meet the following pre-qualification requirements:
  1. Minimum average annual turnover of ₹20 lakh for the last 3 years.
  2. OEM average turnover requirement of ₹30 lakh for the last 3 years.
  3. Minimum 3 years of past experience in same or similar category.
  4. Past performance requirement of 80% of bid quantity in at least one of the last three financial years before bid opening.
  5. Bidder or OEM should have supplied same/similar category products to a Central/State Government organisation or PSU.
  6. OEM authorization certificate is required.
  7. MSE and Startup relaxation is available for experience and turnover, subject to submission of valid supporting documents.
Eligibility Criteria
Eligible bidders should be registered on GeM and should be capable of supplying, installing and supporting the required equipment. The bid allows participation from Class-I and Class-II local suppliers under Make in India provisions. MSE purchase preference is also enabled, subject to valid Udyam registration and GeM validation. Traders are excluded from MSE purchase preference where the policy requires manufacturer/OEM or service provider eligibility.
The bidder must comply with all applicable laws, contract confidentiality requirements and bid-specific terms. The ATC also states that vendor representatives must conduct an initial site visit before initiating work.
Financial Criteria
