Scope of Work
The selected Implementation Agency will be responsible for end-to-end execution of residential entrepreneurship boot camps for EMRS students across Andhra Pradesh, Dadra and Nagar Haveli, Gujarat, Himachal Pradesh, Jammu & Kashmir, Kerala, Rajasthan, Tamil Nadu, Telangana, Uttarakhand, Uttar Pradesh, Chhattisgarh, Jharkhand, Madhya Pradesh and Odisha. The agency must design, develop and implement structured boot camp interventions for students, ensure quality delivery, manage programme documentation, submit reports and coordinate with premier institutions such as IITs, IIMs, NITs or equivalent approved institutions.
The programme will include one-week residential training for students from Classes VIII to XII. The training must cover entrepreneurship concepts, business plan creation, group formation, networking, financial literacy, interaction with entrepreneurs and exposure to local enterprise opportunities. Boot camps are expected to be organised in premier institutional campuses, with a preferable batch size of around 50 students and a duration of 7 days.
Objectives of the Assignment
The tender aims to foster an entrepreneurial mindset among tribal students by building skills in creativity, innovation, leadership, problem-solving, teamwork, financial literacy and business planning. The programme also seeks to improve career awareness, enhance entrepreneurial learning outcomes, promote entrepreneurship among tribal youth and create a scalable model for entrepreneurship development in government schools.
Pre-Qualification / Eligibility Criteria
Bidders must be registered entities in India such as a company, proprietorship, partnership firm or LLP. The bidder should have been registered with statutory authorities in India for at least three years from the date of NIT. Start-ups may participate by submitting valid DPIIT registration and the required declaration confirming that they are bidding as service providers and not as traders, dealers or distributors.
The bidder should have at least 3 years of experience in implementing projects related to youth development or entrepreneurship programmes. The bidder must also have completed at least three similar projects/assignments in youth development or entrepreneurship development for government departments, PSUs, reputed private organisations, CSR-funded projects or multilateral/donor-supported assignments during FY 2022–23 to FY 2024–25.
At least one of the above assignments should have a value of ₹3 crore or above, excluding taxes. The proposed project team must also meet the minimum qualification and cumulative experience requirements prescribed in Annexure-XIX. Consortiums and joint ventures are not permitted.
Financial Criteria
The bidder must have an average annual turnover of at least ₹3 crore during FY 2022–23, FY 2023–24 and FY 2024–25. The bidder must also have a positive net worth and should be profitable in each of the last three financial years. Start-ups recognised by DPIIT are eligible for relaxation in prior experience and average annual turnover requirements, subject to submission of valid DPIIT documentation.
Tender Fee and EMD
The cost of the bid document is Nil. However, the EMD is ₹4,20,000, payable through Demand Draft or online bank transfer. The Demand Draft should be in favour of EdCIL (India) Ltd, payable at Noida. Eligible MSME/MSE/start-up bidders may claim EMD exemption by submitting valid supporting documents.
Submission Guidelines
Bids must be submitted through the Tender Wizard e-tendering portal. The tender follows a two-envelope system: Envelope 1 for Technical Bid and Envelope 2 for Financial Bid. No manual bids will be accepted, except for specified offline submission requirements such as original EMD Demand Draft / bank transfer document and original Power of Attorney, if applicable.
The technical bid must include the organisation declaration sheet, Annexure-I to Annexure-XXI, signed corrigendum/addendum if any, eligibility documents, turnover documents, project experience documents, proposed team CVs and other required declarations. The financial bid must be submitted in the prescribed financial forms, including PDF and Excel formats where applicable.
Evaluation Method
The tender will be evaluated under the Quality and Cost Based Selection (QCBS) method. Technical evaluation carries 100 marks, covering years of existence, financial strength, relevant past experience, methodology and approach, and team personnel qualification/experience. Bidders must score at least 65 marks technically to qualify for financial evaluation. The final score will be calculated with 70% weightage for technical score and 30% weightage for financial score.
Project Timeline and Deliverables
The selected agency must complete the Entrepreneurial Residential Boot Camp assignment within 5 months from the date of issue of work order. Key deliverables include boot camp plan, curriculum, resource persons, student participation records, attendance records, training content, student project outputs, final pitch records, photos, videos, feedback reports, baseline and endline assessment reports, consolidated project report and digital/physical data submission.
