Scope of Work

OSEPA invites eligible agencies to provide self-defence training to girl students in government schools and hostels across 10 districts under Group-C, covering 8,486 institutions: 6,503 elementary schools, 1,628 secondary/higher secondary schools, 99 KGBV hostels and 256 PM SHRI schools.

The selected agency must deploy qualified female martial-arts trainers, conduct 30 sessions (30 hours) in regular schools and KGBV hostels and 45 sessions (45 hours) in PM SHRI schools. Responsibilities also include mandatory Training of Trainers (TOT), trainee certification, Odia-language educational materials and a Project Monitoring Application (PMA) for attendance, progress tracking, evidence uploads, reporting and certification.

Eligibility and Professional Qualifications

1. Eligible Indian-registered companies, LLPs or registered partnership firms operating for at least three years, with valid PAN/TAN and GST registration.
2. Minimum average annual turnover of ₹16 crore during FY 2022–23, 2023–24 and 2024–25.
3. Positive net worth and profit-making status in each of the last three financial years.
4. Relevant government or semi-government self-defence training experience, meeting the prescribed project-value thresholds.
5. Experience training girls in at least 10,000 schools and at least 4,00,000 girl students during FY 2023–24 to FY 2025–26.
6. Minimum 1,500 qualified female martial-arts trainers and valid ISO 9001:2015 certification or above.
7. A single bidder may apply for a maximum of two groups. Joint ventures, consortia and subcontracting are not permitted.

Financial and Submission Requirements

Bidders must provide the prescribed financial proposal, audited accounts, income-tax return acknowledgements, experience certificates, trainer details and PMA readiness undertaking. The bid processing fee and EMD are applicable as specified by the tender authority. The uploaded RFP does not establish their amounts or the applicable exemption provisions.

Bids must follow the prescribed formats, include all supporting documents and comply with the tender's submission instructions. Incomplete, conditional, late or unsigned bids may be rejected. Verify the submission method, payment requirements and all dates on the official GeM tender listing before applying.

Project Duration

Implementation must be completed within 150 days from contract issuance or by 31 January 2027, whichever occurs earlier.
