Scope of Work: The selected agency will provide structured self-defence training in allotted institutions, deploy qualified female trainers, conduct mandatory Training of Trainers (TOT), develop Odia-language educational resources, issue trainee e-certificates and implement a Project Monitoring Application (PMA) for attendance, progress tracking and reporting.

Project Coverage: This RFP covers Group A, comprising 8,865 institutions across 10 Odisha districts. Training includes 30 sessions for schools and KGBV hostels and 45 sessions for PM SHRI schools. Project completion is required within 150 days of contract issuance or by 31 January 2027, whichever is earlier.

Eligibility Criteria: Applicants must be legally registered entities operating for at least three years, with valid GST registration and PAN/TAN. Joint ventures, consortiums and subcontracting are not permitted. A bidder may apply for a maximum of two groups.

Financial Criteria: Applicants must demonstrate an average annual turnover of at least ₹16 crore over FY 2022–23, FY 2023–24 and FY 2024–25. Net worth must be positive, and the organisation must not have incurred losses in those three consecutive financial years. Income tax returns for AY 2023–24, AY 2024–25 and AY 2025–26 are required.

Experience and Qualifications: Bidders must demonstrate qualifying government or government-school training experience, including projects meeting the prescribed contract-value thresholds. They must have trained girl students in self-defence in at least 10,000 government schools and at least 4,00,000 girl students during FY 2023–24 to FY 2025–26. A minimum pool of 1,500 qualified female martial-arts trainers and a valid ISO 9001:2015 certificate or higher are also required.

Submission Guidelines: Bids are invited through the GeM procurement process. Applicants should prepare the prescribed technical and financial proposals and upload all supporting documents. Evaluation follows the Quality and Cost Based Selection (QCBS) method, with technical and commercial weightings of 70% and 30%, respectively.
