Indian Army Tender for IT, AI, Robotics and Advanced Technology Training – GEM/2026/B/8191920

The Indian Army, through 14 Gorkha Training Centre (14 GTC), Subathu, Himachal Pradesh, has invited online bids from eligible professional training service providers for conducting advanced IT and emerging technology training under the FY 2026–27 IT Training Grant.

Scope of Work

The selected agency will conduct an advanced IT training programme for approximately 40 candidates at the consignee's location. The training will cover:

1. Artificial Intelligence, Machine Learning, Deep Learning and Generative AI.
2. Python, JavaScript, APIs, JSON and programming fundamentals.
3. Robotics, IoT, sensors and automation.
4. Computer Vision, OpenCV, image processing and facial recognition.
5. 3D modelling, CAD, 3D printing and product development.
6. Industrial engineering practices, project planning and technical documentation.

The programme includes practical training and development of at least 11 industrial-grade projects, followed by an AI and Innovation Exhibition.

The service provider must arrange at least 20 computers/laptops, internet connectivity, robotics kits, sensors, AI tools, training materials and two qualified instructors. ISO 9001:2015-certified course completion certificates with unique IDs or QR codes must be issued.

Professional Qualification Criteria

1. At least two qualified instructors specialising in AI and IT.
2. Demonstrable capability to deliver advanced technical and practical training.
3. Ability to provide the required equipment, training materials and technical resources.
4. Relevant IT training experience and supporting credentials.

Eligibility Criteria

1. Minimum two years of experience in providing similar services.
2. Experience should be supported by contracts/work orders from Central/State Government organisations or PSUs.
3. MSEs and DPIIT-registered Startups may claim applicable experience and turnover relaxations, subject to documentary evidence and technical compliance.
4. Bidders must not be bankrupt, under liquidation or court receivership.
5. Applicable restrictions concerning bidders from countries sharing a land border with India must be complied with.

Financial Criteria

1. Minimum average annual turnover: ₹4 lakh during the last three financial years.
2. Net worth: No specific minimum requirement mentioned.
3. EMD: ₹17,000.
4. Tender fee: Nil.

Eligible bidders may claim EMD exemption by submitting valid supporting documents under applicable GeM provisions.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) portal using the two-packet bidding process. Bidders must upload all technical, financial and eligibility documents before the deadline.

Where EMD is submitted through Demand Draft, it must be payable to Commandant 14 GTC at SBI Subathu. The scanned proof must be uploaded with the bid, and the original DD must reach the buyer within five days of the bid closing/opening date.
