Tender Overview and Scope of Work

The Power Sector Skill Council (PSSC) has invited Expressions of Interest (EOI) from eligible power sector industry partners for implementing skill development interventions under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 4.0).

The EOI covers two major components:

1. Short-Term Training (STT): Training eligible candidates in approved power sector job roles, with practical training, On-the-Job Training (OJT), assessment, certification and employment/placement linkages.
2. Recognition of Prior Learning (RPL): Assessment and certification of existing regular and contractual workers based on their acquired skills and work experience.

The proposed interventions cover power generation, transmission, distribution, renewable energy, smart metering, rooftop solar, battery energy storage, EV charging infrastructure and smart grid technologies.

Applicants must submit district-wise proposals, identify industry partners, demonstrate manpower demand, provide training or assessment infrastructure and establish implementation capacity.

4. Professional Qualification and Eligibility Criteria

The EOI is open to:

• State and private DISCOMs and power departments.
• Central and State generation companies, IPPs and renewable energy developers.
• Transmission companies and private transmission licensees.
• Power sector CPSUs and State PSUs.
• EPC contractors, O&M agencies and smart meter service providers.
• Electrical equipment manufacturers, OEMs and EV charging equipment manufacturers.
• Centres of Excellence, power training institutes, ITIs, NSTIs and training partners with PSSC-accredited centres.

Training ecosystem applicants who are not direct employers must submit Letters of Intent (LOIs) from relevant industry partners.

Applicants must demonstrate:

• Relevant power sector and skill development experience.
• Suitable training and assessment infrastructure.
• Availability of qualified trainers.
• Industry association and genuine manpower demand.
• Candidate mobilisation and placement/employment linkages, wherever applicable.
• Compliance with PMKVY 4.0 and applicable electrical safety regulations.

Note: The EOI does not prescribe a minimum annual turnover, net worth or minimum years of experience.

5. Financial Criteria, Tender Fee and EMD

This is an Expression of Interest (EOI), not a conventional financial tender. No fixed tender fee, Earnest Money Deposit (EMD), minimum turnover or net worth requirement has been specified.

Applicants must provide project financial details, including total project cost, CSR/industry contribution, candidate fee (if proposed) and funding requirement under PMKVY.

6. Submission Guidelines and Important Dates

Proposals must be submitted through email to bd@psscindia.org on or before 14 November 2026.

The email subject should be:

The submission must include the completed Proposal Template (Annexure 1 – Word), Demand Template (Annexure 2 – Excel) and supporting documents, including industry LOIs.
