Scope of Work

The scope involves the supply of one Medical Training Kit for use in medical training and simulation-based learning. The buyer’s specification document mentions two key components:

1. ECG Cardiac Electro Physiology Interpretation Training Kit

It should provide realistic tissue representation, support repeated sutures, include soft skin comparable to human skin, support identification of fontanelles with landmarks, enable multiple suturing practice, and have ISO/CE certification.

Pre-Qualification Criteria

Bidders should have at least 1 year of past experience in same or similar services/products. The bidder or its OEM should have regularly manufactured and supplied same or similar category products to Central Government, State Government, PSU or similar public organisations before bid opening. Relevant contracts and delivery acceptance certificates such as CRAC are required as supporting proof.

MSE bidders may claim relaxation from experience and turnover criteria, subject to uploading valid supporting documents. Startup relaxation is not allowed in this bid.

Eligibility Criteria

Eligible bidders should be registered on GeM and must comply with the technical specifications and buyer-added terms. Since the procurement is reserved for Make in India products, bidders must qualify as Class-I local suppliers with at least 50% local content. OEM certification regarding local content and the location of value addition must be uploaded with the bid.

MSE purchase preference is applicable only to eligible MSE OEMs with valid Udyam Registration. Traders/resellers offering products manufactured by another OEM are not eligible for MSE purchase preference under the stated condition.

Financial Criteria

The tender document requires bidders to submit Bidder Turnover documents; however, the specific minimum turnover value is not mentioned in the uploaded bid. The bid also refers to OEM average turnover relaxation for MSE OEMs, subject to compliance with technical and quality requirements. Net worth requirements are not specified.

Submission Guidelines

Technical clarification time allowed during evaluation is 2 days. The bid also includes an auto-extension provision: minimum 3 bids are required to disable automatic bid extension; otherwise, bid submission may be extended by 3 days, up to 2 auto-extension counts.

Buyer Added Terms and Conditions

The buyer has added the following key requirements:

1. Purchaser may increase or decrease the ordered quantity by up to 25% at the time of contract placement.
2. Bidder must submit documents for vendor code creation: PAN, GSTIN, cancelled cheque and EFT mandate certified by bank.
3. Service provider’s office must be located in the state of the consignee, with documentary evidence.
4. Bidder/OEM must have dedicated or toll-free service support number.
5. Bidder/OEM must have a functional service centre in the consignee’s state for carry-in warranty cases.
6. Material guarantee: 12 months from commissioning or 18 months from supply, whichever is earlier.
7. Non-blacklisting certificate is required.
