Scope of Work

The scope of work is limited to the supply of goods, and the bid price must include all cost components. The tender requires supply of a Basic Life Support Training Manikin, suitable for adult CPR training. The technical requirements include torso-type manikin, CPR compression depth, visible chest rise, mouth-to-mouth ventilation, bag valve mask to mouth ventilation, mouth-to-nose support, head tilt, chin lift, jaw thrust, wired or wireless feedback device, and warranty options of 3, 4, 5 years or higher.

The seller is also expected to comply with applicable special category conditions, including medical device-related regulations where applicable, warranty support, service centre details, source of supply documentation, packing and marking standards, spare parts availability, installation/demonstration/training/manual support, electrical safety checks, and free software updates during warranty.

Bidders must upload the required documents on GeM, including Experience Criteria, Bidder Turnover, Certificate requested in ATC, and OEM Authorization Certificate. The bid document clearly states that MSE relaxation for years of experience and turnover is not allowed, and Startup relaxation for years of experience and turnover is also not allowed.

MSE purchase preference is applicable. Eligible MSE OEMs with valid Udyam Registration may receive purchase preference within the L1 + 15% price band, subject to GeM validation and buyer approval. Traders are excluded from MSE purchase preference for goods where the bidder is not the manufacturer/OEM.
