Scope of Work
The selected agency will implement an industry-linked skill training programme for local youth from mining-affected villages of Keonjhar. The project will focus on capacity building, reskilling, upskilling, NSQF-aligned certification, employability enhancement and placement support in iron and steel sector trades.
The scope includes candidate mobilisation, training content preparation, trainer identification and development, classroom and practical training delivery, industry expert orientation, digital literacy, soft skills, assessment, certification, monitoring, placement support and post-placement tracking. The programme is intended for local unemployed school or college dropouts/pass-outs of all genders, aged 20 to 45 years, from directly mining-affected villages identified as per ODMF Rules, 2024.

Financial Criteria and Evaluation Method
The tender will be evaluated through a three-stage process: preliminary evaluation, technical evaluation and financial evaluation. Only bidders securing above 70% marks in technical evaluation will qualify for financial bid opening. The final selection will follow QCBS with 70% technical weightage and 30% financial weightage.
