Scope of Work

The tender is for the supply of stationery and other office-use items required by the Police Training School, Ujjain. The attached BOQ is an item-rate BOQ, where bidders are required to quote item-wise rates for materials such as photocopy paper, pens, markers, office files, folders, printer-related items, office accessories, and other stationery/administrative consumables.

The rate contract will be applicable for FY 2026-27, and the tender document states that rates will remain valid up to 31 March 2027. The period may be extended with mutual consent, based on quality, timely availability and reliability of supply.

Pre-Qualification / Eligibility Criteria

Bidders should meet the following conditions:

1. The bidder must be registered under applicable GST / Goods and Services Tax provisions for the relevant goods or services.
2. The bidder must provide PAN, Aadhaar, GST, bank details, firm registration / Gumasta registration and other business documents.
3. The bidder must have at least 3 years of successful experience in supplying stationery/materials to any Government office in Ujjain. Supporting certification from the concerned office head is required.
4. The bidder must attach proof of supply experience, including at least one invoice / indent copy for each quarter of the last two years.
5. The bidder / firm should not be blacklisted by any Government, semi-Government, corporation, board or institutional authority. A declaration is required.
6. Tender submitted through a power of attorney / mukhtyarnama may not be accepted; the tender should be submitted by the firm owner / partner as per the tender condition.

Financial Criteria

No specific minimum turnover or net worth amount is mentioned in the tender. However, bidders must submit financial and statutory documents, including:

1. Income Tax Returns for the last three financial years.
2. Balance sheets for the last three years: 2022-23, 2023-24 and 2024-25.
3. Balance sheets must be signed by a Chartered Accountant with UDIN.

Tender Fee, EMD and Performance Guarantee

The tender document fee is ₹1,000. The security / performance guarantee amount mentioned in the notice is ₹10,000. The tender mentions online submission of EMD/security through the MP e-tender portal, while the successful bidder must deposit the performance guarantee within the prescribed period through Bank Draft / Bank Guarantee / Banker’s Cheque in favour of the Superintendent of Police, Police Training School, Ujjain.

Conditional exemption is available for eligible micro and small enterprises of Madhya Pradesh, subject to valid certification and applicability under MP procurement rules.

Submission Guidelines

Bidders must submit the tender online in two parts: technical bid and financial bid. The technical bid should include the tender form and all required eligibility documents, while the financial bid must be submitted in the prescribed BOQ format. The tender will be opened online as per the scheduled dates, and late or incomplete submissions may not be accepted.

The tender document also states that the L1 bidder may be determined item-wise based on the quoted rate for each item. The successful bidder must supply materials as per purchase orders, generally within three days from the order date; urgent/special requirements may require immediate supply.
