Scope of Work

The project covers construction of a 03-Trade ITI Building and Training Hall at Katni, including associated civil and electrical works. The BOQ indicates work components such as site surface dressing, earthwork excavation, filling, anti-termite treatment, plinth protection, concrete work, RCC work, reinforcement, AAC block masonry, steel grills, door/window fittings, flooring, plastering, false ceiling, finishing items, electrical distribution works, EPABX, AC installation, CCTV/IP camera systems and related infrastructure works.

Eligibility Criteria

Bidders should be registered contractors or reputed firms fulfilling the registration criteria of the Government of Madhya Pradesh, Public Works Department. Bidders who are not already registered but are eligible for registration may submit bids after applying for registration with the appropriate authority; however, valid registration is required at the time of signing the contract. Failure by the selected bidder to sign the contract may lead to forfeiture of EMD.

Joint Venture participation is not allowed for this tender.

Pre-Qualification Criteria

Pre-qualification is applicable because the work is a building work valued above ₹1 crore. The bidder must meet the financial experience requirement through completed similar building works during the last five financial years. Similar work means building work; open platforms or boundary walls alone are not treated as similar building work.

The bidder must also demonstrate average annual construction turnover of at least 50% of PAC during the preceding five financial years. Annual turnover should be certified by a Chartered Accountant, and audited financial statements are required.

Physical qualification has been marked as NA in the pre-qualification annexure.

Financial Criteria

The bidder must quote the financial bid in the prescribed format under Envelope-C. The tender follows a percentage-rate system, and the financial offer should be submitted online. The tender document also provides for bid capacity evaluation using the formula Bid Capacity = (1.5 × A × B) - C, where A is the maximum annual value of civil engineering works executed, B is the completion period in years, and C is the value of work in hand.

Performance security is 5% of the contract amount. Additional performance security may apply where the successful bid is more than 15% below the PAC, as per the tender’s bid data sheet.

Tender Fee and EMD

The cost of bid document is ₹15,000, payable online. The EMD is ₹4,40,600, to be submitted in the form of e-FDR only, drawn in favour of Executive Engineer (B), PWD Katni (M.P.) and valid for six months or more.

Submission Guidelines

Bids must be submitted online through the MP e-tendering portal. Bidders must use a valid Class III Digital Certificate for online bid submission. Envelope-A includes organizational details, bid document cost, EMD through e-FDR, and notarized affidavit. Envelope-B contains the technical proposal, and Envelope-C contains the financial bid.

The notarized affidavit is required in the prescribed format, and the document notes that the original affidavit should reach at least one calendar day before bid opening.

10. Technical proposal documents as per Annexure-I, including experience, turnover, technical personnel, quality control equipment and construction equipment
11. Financial bid in the prescribed format under Envelope-C
12. Class III Digital Signature Certificate for online submission
13. Any amendments/corrigenda published on the MP tender portal before submission.
