The scope document states that capability demonstration will be conducted on a No Cost No Commitment (NCNC) basis at SDD, Near MCEME Auditorium, Trimulgherry, Secunderabad – 500015, and the schedule will be decided by SDD and intimated to participating bidders.

Scope of Work

The scope covers the provisioning, development, fabrication, integration, installation, testing and commissioning of a Virtual Reality Based Observation Post End Training Simulator Ver 2.0 with TIIOE Mockup. The scope is divided into three parts: general instructions, specific instructions for mock-up development, and hardware specifications/quantity.

The existing VR-OP application software is held by SDD, which also retains the IPR. The successful L1 bidder will be responsible for developing and fabricating the TIIOE mockup, hardware components, firmware, accessories and ruggedized carrying cases, and integrating them with the existing VR-OP training simulator software. The delivered components must be ruggedized and capable of functioning for a minimum of 8 hours per day.

The system also includes instructor and trainee stations, monitors, VR headsets, Wi-Fi router, projection system, sound system, printer, UPS and other accessories required for running the VR-OP simulator.

Technical and Functional Requirements

The simulator must support artillery observation post training, including scenario/exercise generation, execution of OP-end drills, firing simulation, time of flight, fall of shot, blast/burst effects, corrections, environmental variations and related drill procedures. The mockup must work with existing software and receive/send input from LRF, ARTIMLR and Goniometer.

The TIIOE mockup should be an exact replica of the original equipment in size, appearance, functions, cables, control switches, military-grade connectors and near-similar weight. The system should be modular, with firmware compatible with the existing VR-OP training simulator software. Latency should not exceed 20 milliseconds.

The bidder must also provide communication through interface cables between the TIIOE mockup components and the instructor station, along with wireless communication between the TIIOE mockup and instructor station. The equipment should operate between 5°C to 45°C and withstand storage temperature from -5°C to 55°C.

The GeM bid requires experience criteria, past performance, bidder turnover, OEM authorization certificate, OEM annual turnover and compliance of BoQ specifications/supporting documents. If a bidder seeks exemption from experience or turnover criteria, valid supporting documents must be uploaded.

Important eligibility note: The Buyer Added ATC separately asks for last 3 years’ ITR and turnover certificate with minimum ₹1 crore annual turnover, plus experience of successfully completing at least 3 contracts with Indian Army. Submission Guidelines

Bidders must submit their bids through the GeM portal under the Two Packet Bid system. The bid requires online upload of technical, financial and supporting documents. For EMD through Demand Draft, bidders must upload scanned proof along with the bid and ensure physical submission of the hardcopy to the buyer within 5 days of bid end/opening date.

The delivery, installation and commissioning are to be done at 803 Field Workshop, New Cantt, Prayagraj, Uttar Pradesh – 211001. The bidder/OEM must have a functional service centre in the consignee’s state for carry-in warranty, or establish one within 30 days of award if not already available.
