Basic Tender Details

Scope of Work

1. Site survey, investigation, and collection of project-related data.
2. Preparation of layout drawings, building plans, elevation drawings, and structural design drawings.
3. Preparation of service drawings based on site conditions and soil-bearing capacity.
4. Preparation of cost estimates, abstract of cost, data sheets, and project implementation schedule.
5. DPR documentation including project objectives, proposed interventions, stakeholder roles, project outputs, outcomes, monitoring framework, risk management strategy, sustainability mechanism, and annexures.
6. Submission of maps/sketches including taluk/village map, Google map, topo map or other relevant maps.
7. Site visits as required by the client and technical support during execution.
8. Coordination with the department/contractor during execution of the project.

Pre-Qualification Criteria

To qualify for this tender, the consultant/bidder should meet the following requirements:

1. The consultant must be empanelled with Karnataka PWD. The uploaded documents mention Karnataka PWD empanelment, including Category-I in the portal technical criteria, while the RFP evaluation section mentions Category-III and above; bidders should verify the exact applicable category before submission.
2. The consultant must have relevant experience in preparation of DPR and structural design for similar building projects.
3. The consultant should have completed work relating to DPR and structural design of a Bio-Center and chilli processing unit building, or similar work, with project cost of at least ₹37.63 crore within the previous five financial years.
4. The consultant must have qualified technical manpower on payroll, including structural engineers and required support staff.
5. Mandatory attendance at the pre-bid meeting/site visit is required for tender participation.
6. The bidder must not be blacklisted, terminated, or involved in litigation history in previous projects.
7. Work experience/consultancy work-done certificates must be submitted in the prescribed format and may require physical verification of originals.

1. The bidder should not be under any declaration of ineligibility for corrupt or fraudulent practices by the Government of Karnataka.
2. Tender fee and EMD must be credited to the respective e-Procurement receiving bank accounts before the last date and time of bid submission.
3. EMD payment through e-payment mode must be made as a single transaction; partial payments may lead to rejection.
4. Bidder must upload only relevant documents required under the qualification criteria.
5. The consultant must submit technical details, staff details, software details, laboratory details, and experience certificates as required.
6. The consultant must have a valid and licensed design software setup, including AutoCAD latest version, printers, plotters, and other office equipment necessary for DPR preparation.
7. The consultant should have access to/own a NABL-accredited full-fledged laboratory with relevant equipment in Karnataka, as specified in the tender document.
8. GST and other statutory registration documents must be submitted.

Financial Criteria

The tender specifies a minimum turnover requirement for consultancy firms.

Cover 1 – Technical Proposal

The financial proposal should contain the price bid/quoted amount, cost estimate of services, list of personnel, schedule of rates, remuneration, travel, local transport, communication, report preparation cost, and other applicable cost components.

Bidders must ensure browser compatibility and timely upload before the deadline. The department will not be responsible for delays due to internet connectivity issues, technical glitches, or non-accessibility of the KPPP portal at the bidder’s end. Technical Evaluation Criteria

The RFP indicates that technical proposals will be evaluated on a 100-point scale. The minimum qualifying technical score is 75 points.

Only technically qualified bidders scoring at least 75 points will be considered for financial evaluation. The lowest evaluated financial proposal among technically qualified bidders may be invited for negotiations/award, as per the RFP procedure.

Contract Duration and Deliverables

The portal eligibility section mentions that the DPR and structural design assignment should be completed within 30 days from the date of agreement. The RFP contract section also provides a phase-wise schedule for rapid completion of DPR-related tasks, including survey, investigation, design, draft DPR, approval, and final DPR submission. Bidders should verify the final applicable timeline from the KPPP portal and tender authority before submission.
