Scope of Work

The selected agency will provide 528 manpower personnel for service delivery across 61 AP Residential Educational Institutions under APREIS. The work includes housekeeping in offices and classrooms, cooking services in kitchens, cleaning and sanitation in dormitories and campuses, and safety/security services through multi-purpose workers, cooks, kitchen helpers, and security personnel. The services are required for 8 hours per day for 365 days.

The agency must ensure smooth service delivery, including trained manpower deployment, district-level monitoring support, a state-level 24-hour toll-free/call centre, and uninterrupted cooking arrangements, including Saturdays, Sundays, and holidays. For girls’ residential institutions, only women personnel must be deployed in all categories.

Pre-Qualification Criteria

Bidders should be reputed firms/agencies registered in Andhra Pradesh and must have experience in providing cooks, kitchen helpers, multi-purpose workers, and similar manpower services. The agency must be registered in Andhra Pradesh for GST, ESI, EPF, and Contract Labour Act compliance. It must also have branches in all 21 districts, with Contract Labour Act licences issued before publication of the tender.

The bidder must also hold valid ISO 9001:2015 Quality Management System and ISO 45001:2018 Occupational Health and Safety Management System certifications. Certificates obtained after publication of the tender will not be accepted. Joint Venture or Consortium bidders are not permitted.

Eligibility Criteria

Eligible bidders must submit proof of manpower work experience with Central Government, State Government, Quasi-Government, or similar organizations. The tender requires manpower service work experience of ₹5 crore, either through a single work order or two work orders, during any three financial years out of 2020-21, 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26.

The bidder should also have manpower supply capacity of at least 400 persons under a single work order, or 300 or more persons under two work orders, during the eligible financial period. The bidder must not be blacklisted, must not be insolvent or convicted, and must not have past or present disputes that make it ineligible under the tender terms.

Financial Criteria

The bidder must submit proof of turnover of minimum ₹5 crore in each financial year 2023-24, 2024-25 and 2025-26, certified by a Chartered Accountant with UDIN. Audited Balance Sheet and Profit & Loss statements for these years are also required.

The bidder must submit GST return proof for FY 2022-23 to 2025-26, IT returns for FY 2022-23, 2023-24 and 2024-25, and FY 2025-26 if filed. A valid Bank Solvency Certificate of at least ₹1 crore, issued within the last 12 months from the tender notification date, is also required.

Tender Fee, EMD and Security Deposit

The tender schedule cost is ₹30,000, non-refundable, payable through Demand Draft in favour of Secretary, APREI Society, Mangalagiri. The original Demand Draft must be submitted with the hard copy of the technical bid.

The EMD amount is ₹9,00,000, payable through Demand Draft from any nationalized bank in favour of Secretary, APREI Society, Mangalagiri, or through online mode. No EMD exemption is allowed for any bidder. Cheques and cash will not be accepted.

The successful bidder must submit a Security Deposit of 2.5% of the total contract value, including the EMD amount. This may be submitted through Demand Draft or Bank Guarantee from any nationalized bank.

Submission Guidelines

Bidders must submit their bid through the AP e-procurement platform and also submit a hard copy of the technical bid to the office of the Secretary, APREIS, Vidya Bhavan, Mangalagiri, before the specified deadline. Technical bid documents, annexures, turnover statements, work orders, and supporting documents must be uploaded online and submitted as hard copies with self-attestation and firm seal on every page.

The financial bid must be quoted online only in the commercial stage. If the service charge is quoted in the technical bid or outside the online price bid section, the tender will be rejected. Bidders must quote service charges between 3% and 5%; offers below 3% will be rejected and EMD may be forfeited.
