Scope of Work

The tender is for deployment of outsourced manpower at RRIUM Silchar. The manpower will support pharmacy/compounder functions, office administration, clerical support, multi-tasking work, sanitation and housekeeping operations. The scope includes medicine dispensing, pharmacy stock maintenance, prescription verification, record keeping, patient counselling, office correspondence, file management, e-office support, data entry, procurement support, cleaning, sanitation, waste management, housekeeping supervision and other duties assigned by the competent authority.

Post-wise Manpower Requirement

The ATC table also states that EPF, EDLI and EPF administrative charges are calculated on the ₹15,000 ceiling wherever monthly wages exceed ₹15,000, and VDA may be revised as per Chief Labour Commissioner notifications.

Pre-Qualification Criteria

Only registered and eligible service providers on GeM may participate. Bidders must carefully review the bid documents and upload all required documents; bids without mandatory documents may be rejected without further communication after the bid submission end date.

The service provider must have at least 3 years of experience in providing manpower services to Central Government, autonomous bodies, research institutions or universities, preferably in the North-Eastern Region. The bidder must also have deployed 50–100 manpower during the last three financial years, with proof to be submitted.

The bidder should have a registered or functional branch office in Silchar, Assam. Vendors from across the North-East region may participate, but the selected bidder must establish and register an office in Silchar within 15 days from the award of contract.

Eligibility Criteria

The tender also requires compliance with applicable labour laws, minimum wages, ESI, EPF and wage-related statutory provisions. The undertaking confirms that the wage structure is not below the prescribed minimum wages for skilled, semi-skilled and unskilled manpower.

Financial Criteria

The minimum average annual turnover requirement is ₹180 lakh for the last three years. The bidder must submit audited balance sheets or a certificate from a Chartered Accountant / Cost Accountant showing turnover details for the relevant period.

The contractor must pay wages to deployed personnel first from its own funds and then claim payment from the buyer with statutory documents such as PF, ESIC and bank statements. Salaries must be paid into bank accounts only; cash payment is prohibited.

Submission Guidelines

Bids must be submitted online through the GeM portal in two packets: Technical Bid and Financial Bid. Technical evaluation will be conducted first, and only technically qualified bidders will be considered for financial evaluation. After financial evaluation, the L-1 bidder will be awarded the contract subject to fulfilment of all bid conditions. In case two or more bidders quote the same service charge, selection will be done through GeM’s random algorithm.

Bidders must ensure that all uploaded documents are signed and stamped by the bidder or authorized representative. Failure to furnish required information or submission of a non-responsive bid may result in rejection.

The ATC clearly states that incomplete or unsupported claims will lead to rejection, and all documentary proofs are mandatory.
