Scope of Work

The tender is for outsourcing one unskilled cleaning staff to be deployed at the Office of the Director of Audit (Ordnance Factories), Kirkee, Pune. The manpower will be engaged for cleaning, dusting, mopping, toilet and urinal cleaning, and related office cleaning duties as assigned by the client.

The contractor must also supply monthly cleaning materials of good quality. The office area mentioned is 2912 sq. ft., with 3 urinals and toilets, and the required cleaning material list includes air fresheners, acid, buckets, bleaching powder, brooms, dustbins, hand wash, Harpic, mop rods, naphthalene balls, phenyl, gloves, masks, trash bags, wipers, dry mops, doormats, and other items.

The deployed manpower must meet the required qualification criteria, including minimum 8th standard passed as per the scope document. The GeM specification mentions the service profile as Sweeper, under unskilled manpower category.

Pre-Qualification / Eligibility Criteria

Bidders must be legally valid entities, preferably in the form of a Company / Private Limited Company / Limited Liability Partnership (LLP). The ATC states that JV / Consortium, Proprietorship and Partnership firms are not permitted.

The bidder must be registered with Income Tax, GST, labour laws, EPFO and ESIC, and must submit proof such as PAN, GST registration, EPF registration, ESIC registration and labour licence. The bidder must also submit GST / Service Tax returns and ITR documents for the last three financial years.

For experience, the bidder should have at least 3 years’ experience in providing manpower services with Central Government institutions, specifically for FY 2023-24, 2024-25 and 2025-26, supported by work orders and completion / ongoing work certificates.

The bidder must have its own trained manpower on rolls and must submit an undertaking that workers will be paid minimum wages along with statutory benefits such as ESI, EPF, bonus and applicable taxes. The bidder should also have an office located in Pune for more than one year as on 31 March 2026.

Financial Criteria

The GeM bid document mentions minimum average annual turnover of ₹24 lakh for the last three years. However, the buyer’s ATC mentions minimum annual gross turnover of ₹40 lakh in similar manpower business, supported by audited balance sheets certified by a Chartered Accountant. This difference should be verified by bidders before submission.

The financial bid must be submitted on an all-inclusive monthly rate per person basis, considering 26 working days per month. The rates should include minimum wages, EPF, ESIC, uniform/liveries, gratuity, bonus, substitute manpower and other statutory charges. Government taxes and duties may be claimed separately as applicable.

The ATC fixes a minimum service charge of 3.85% excluding GST. EPF contribution is payable on a maximum wage ceiling of ₹15,000 at 13%, or ₹1,950 per person per month, whichever is lower.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) under a two-bid system, consisting of technical bid and financial bid. The bidder must download the bid document, scope of work and additional terms and conditions, sign and stamp the required documents, and upload them on GeM as acceptance of all tender terms.

The technical bid must include eligibility documents, Annexure-1 Bid Submission Form, Annexure-2 Technical Bid Form and Annexure-3 notarized affidavit on ₹10 non-judicial stamp paper. Financial quotes must be submitted separately and must cover every manpower category; incomplete financial quotes may be rejected.

The successful bidder must submit performance security, complete document verification, and receive a Notice to Proceed before services are treated as finally awarded and commenced.
