Scope of Work
The selected Third Party Inspection Agency will inspect Jal Jeevan Mission works being executed in different villages of Damoh district. The inspection will cover the project cycle of rural piped water supply schemes and related infrastructure.
Major responsibilities include:
- Inspection of all engineering works related to civil, mechanical and electrical components under in-village water supply infrastructure.
- Verification of quantity and quality of works executed against bills submitted for payment.
- Review of test reports of materials used in construction.
- Verification of quality control and safety measures adopted at construction sites.
- Inspection of trial-run functioning of in-village infrastructure.
- Inspection of works beyond in-village infrastructure such as intake structures, treatment plants, reservoirs, pumping systems, intra/inter-district networks and distribution systems.
- Inspection of source works, pipeline works, civil works, mechanical/electrical works and hydraulic works.
- Site-level inspection of pumps, motors, starters, transformers, capacitors, pipes, valves, fittings, water meters, electrical fittings and chlorination/disinfection equipment.
- Submission of visit reports, monthly reports, non-compliance reports and final completion/status reports.
- Support to PHED/DWSM in quality assurance, measurement verification, corrective action tracking and compliance reporting.
Pre-Qualification Criteria
The tender document prescribes the following pre-qualification criteria:
Financial Criteria
The bidder must have an average annual turnover during the last three financial years — FY 2023-24, 2024-25 and 2025-26 — not less than the Probable Amount of Contract, which is ₹11.30 lakh.
The bidder must submit audited balance sheets for the above financial years duly certified by a Chartered Accountant. If the FY 2025-26 balance sheet is not audited, a provisional balance sheet certified by a CA may be submitted.
Physical / Technical Criteria
Only agencies empanelled for Third Party Inspection by the Engineer-in-Chief, Public Health Engineering Department, Madhya Pradesh under Jal Jeevan Mission are eligible to participate.

Submission Guidelines
The bid must be submitted online through the MP Tenders portal. Physical submission is not required; however, the department may ask for original documents at any stage for verification.
The bid will be submitted in three online envelopes:
Envelope A – Fee / Pre-Qualification Documents
Contains organization details, tender fee receipt, online EMD receipt, self-signed affidavit and valid empanelment letter.
Envelope B – Technical Proposal
Contains experience details, annual turnover documents, technical personnel details and equipment details as per prescribed formats.
Envelope C – Financial Bid
Contains the financial offer in the prescribed BOQ / Annexure-J format.
The financial offer must be quoted in percentage rate format and will be evaluated to determine the lowest evaluated bidder.
